Under general supervision of the Sheriff’s Department leadership, this position supports the mission of the Blue Earth County Sheriff’s Office by providing quality services that promote and protect the safety, security, and well-being of all the people in our community. The Civil Process Specialist processes documents served by the Blue Earth County Sheriff’s Office. This position is responsible for accepting requests for service of process, receiving requests for collections and services, coordinating service of process and collections, monitoring services, and maintaining Sheriff's office accounts fee/trust. This position communicates appropriately and provides information to a community of consumers including internal and external partners and the public.
ESSENTIAL FUNCTIONS:
- Accepts requests for service of process. Receives requests for service, enters case information into Civil Process program. Ensures proper jurisdiction and accuracy of documents. Confirms accuracy of information. Cross trains with the Records Coordinator and Clerical Specialist to achieve a working knowledge of both positions.
- Receives requests for collections and services. Ensures proper jurisdiction of collections/seizures and dollar amounts with interest coincide with State statute. Enters Writ of Execution information into the program. Confirms with staff of service and proper forms are being used. Drafts appropriate Sheriff's levy.
- Coordinates service of process. Prepares appropriate affidavit return of service. Relates appropriate methods of service and requirements. Monitors service attempts for timeliness. Contacts staff of time to conduct service and research locations of new address information to conduct service.
- Coordinates collections. Accepts writs of Executions. Meets with creditors/attorneys to discuss avenue of collection. Enters judgment dollar amounts. Drafts appropriate levy form and accompanies documents for levy wage, banks, and property real estate. Relates collection methods to offices in accordance with MN Statute.
- Monitors services. Monitors service of records for timeliness. Monitors collections, wage assignments, levies, property real estate, ensures attorneys process debtor and creditors are paying bills and assigned amounts as well as employee withholdings.
- Prepares receipts for monies received from paper service billings, wage levy, bank levy and wage assignments to proper accounts. Ensures accuracy to both Sheriff's separate trust and fee accounts.
- Responds to public inquiries and provides information. Answers questions from the public regarding collection efforts and methods of service. Assists with inquiries for rental background.

- Provides credible testimony in court. Attends and testifies in criminal and civil court proceedings. Represents the interests of the county, state, and federal government. Makes a verbal account for observations, actions, and findings while performing official duties.
- Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with employees and departments from other counties and states for collaboration.
- Performs other related functions as apparent or assigned.
MINIMUM QUALIFICATIONS:
- High School Diploma/GED and certificate or degree in clerical, administrative secretary, or related field
OR
- High School Diploma/GED and a minimum of 2 years of general office experience.
PREFERRED QUALIFICATIONS:
- Associate’s degree in clerical, administrative secretary, or related field
- Proficient in Microsoft Office Suite or similar software.
- Experience working in a law enforcement setting in an administrative capacity.
- Customer service experience sufficient to provide prompt, courteous, and accurate information to customers over the phone and in person.
- Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic.
CONDITIONS OF EMPLOYMENT:
- Eligible to be bondable.
- Must successfully pass a background check.
- Must possess a valid driver’s license and be able to drive in the State of Minnesota.
- Must comply with federal and state laws and organizational and departmental policies and regulations.
- Must adhere to data practices policies and standards regarding non-public data. Access to non-public data should be strictly limited to what is necessary to fulfill job responsibilities. While accessing these data, the employee should take reasonable steps to prevent unauthorized access by individuals without a work-related reason. Once the work-related purpose is complete, non-public data must be securely stored in accordance with county policies and Minnesota Statutes.
Monday through Friday from 8:00 a.m. to 5:00 p.m. Night, weekend, holiday, and overtime hours may be necessary to meet departmental needs, special projects, and service needs and demands of the community served.
