BLEW & Associates seeks an experienced Professional Engineer to lead our civil engineering and land development practice in Los Angeles. Build a local practice with the support of a national firm offering full services, from engineering to surveying and environmental assessment.

The Market Leader will develop client relationships, win profitable work, guide project delivery, and grow a high-performing engineering team in a dynamic market.

Qualifications

• Bachelor's degree in civil engineering and a PE license.
• 12+ years of civil engineering experience with land development.
• Strong local entitlement, permitting, and agency knowledge.
• Proven ability to win work and develop repeat clients.
• Experience leading profitable projects and mentoring staff.

Responsibilities

• Develop and execute a market growth plan aligned with BLEW's capabilities.
• Generate new opportunities through relationships and outreach.
• Expand existing client relationships and identify service needs.
• Lead meetings, proposals, scope, and fee negotiations.
• Staff projects and coordinate with leadership and PMs.
• Provide technical leadership in site development and permitting.
• Maintain client satisfaction, budgets, scope changes, invoicing, and collections.
• Recruit, mentor, and develop engineers and PMs as the practice grows.
• Maintain pipeline forecasts and report backlog, revenue, and staffing needs.
• Support BLEW's quality standards and PE responsibilities.
