Job summary

Harris County Toll Road Authority seeks a Project Manager to lead complex infrastructure projects from conception through completion in Houston, Texas. You will define scope, schedule, allocate resources, and provide technical support to a professional team to ensure quality, on-time, and on-budget delivery.

The role requires a Civil Engineering degree, Texas P.E. or eligibility within six months, and strong skills in Primavera P6, MS Project, and collaboration tools.

Qualifications

• Bachelor's degree in civil engineering or ABET-accredited equivalent
• Texas Professional Engineer license or ability to obtain within 6 months
• Valid Texas driver's license and good driving record
• Experience in planning, design, and construction management of roadway/bridge projects
• PM I–V levels experience per years of service
• Preferred: CAPM, PMP, PgMP or related PM certifications

Responsibilities

• Oversees planning and execution of feasibility studies, preliminary design, risk analysis, cost estimation, environmental clearance and long-term mitigation obligations
• Manages project scope, cost, and schedule from conception to construction completion ensuring on-time delivery within budget
• Directs day-to-day activities for all team members including consultants and contractors to keep work on track and up-to-date
• Coordinates with project stakeholders, team members and leadership to ensure quality deliverables and milestones
• Develops and implements strategies to complete projects within time frame, funding parameters and minimized risks
