COMPENSATION
Annual Pay Range: $119,307.80 - $151,025.97
Hourly Pay Range: $57.359520 - $72.608641
Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development is seeking an experienced, motivated, self-directed and team-oriented individual with strong communication and interpersonal skills to join our Transportation Engineering & Construction team as a Civil Engineer. If selected for this position, you will work on critical transportation projects to provide support across multiple divisions and programs within Transportation, primarily the Transportation Engineering & Construction program that focuses on design and construction of roadway and intersection improvements, pavement preservation and rehabilitation, bridges, culverts, and/or storm drainage infrastructure. Some of the key components of the position include providing professional engineering expertise in the design, plan and specification preparation, construction project management, as well as preparing reports, project cost estimates, and project scopes of work. In this role, you will lead the work of engineering technicians and other staff assigned to projects related to the county road system and infrastructure improvements.

Required Minimum Qualifications/ Transferrable Skills:*
- Possession of a Certificate of Registration as a Professional Engineer (P. E.) in the State of Oregon. (Note: Proof of registration will be required prior to the final offer of employment is extended to the selected candidate. Registration in another state where registration was acquired by examination will temporarily fulfill this requirement, provided Oregon registration is obtained within one (1) year of hire.)
- Experience applying engineering principles and practices to the design and/or construction of transportation improvement projects
- Project management experience
- Experience communicating technical information both orally and in writing to a wide range of audiences, including citizens, fellow employees, management and/or representatives from other local agencies
Preferred Special Qualifications/ Transferrable Skills:*
- Experience working in the plan review of transportation improvement projects
- Experience working on the design and/or construction management of roadway improvements and/or pavement preservation and rehabilitation projects
- Experience working on the design and construction management of stormwater management facilities, culverts, bridges, and other types of public works projects
- Experience interpreting and evaluating engineering specifications, plans, and reports that pertain to design and construction projects
- Experience using Oregon Standard Specifications for Construction, developing contract special provisions, and experience with regulations and requirements for construction
- Experienceleading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training
Pre-Employment Requirements:
- Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

TYPICAL TASKS
Duties may include but are not limited to the following:
- Designs and prepares plans and specifications for public works projects including storm water collection systems, pavement and roadway improvements and traffic controls; prepares scope of work, project cost estimates and proposal reports.
- Serves as project engineer on engineering projects; leads the work of consultants, engineering technicians and other staff assigned to projects.
- Prepares reports and project cost estimates for federal, county, and city agencies; coordinates reimbursement billings, County matching payments and other financial matters related to grant funded transportation and improvement projects.
- Confers with the public and County staff on issues related to the County road system; communicates information by telephone, correspondence or personal contact.
- Oversees and conducts engineering studies; collects and analyzes field data; develops conclusions based on statistical and field evidence; designs traffic intersections, channelization, signs, signal and related structures.
- Reviews the design and engineering plans for pavement and road improvements, traffic controls, and infrastructure improvements.

WORK SCHEDULE
This position works 40 hours during a standard workweek of one of the following schedules:
- Monday through Friday, working 8 hours per day (5/8)
- Monday through Thursday, working 10 hours per day (4/10) with every Friday off
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Occasional duties in the field require walking, twisting, balancing, and involve exposure to inclement weather, noise, and slippery and/or uneven terrain.
