Responsibilities

  • Collaborates on the design and preparation of plans for street improvements, bike paths, traffic signals, illumination projects, traffic calming, safety projects, striping, and signing plans.
  • Performs traffic studies and analyzes the transportation system for safety and capacity issues using data-driven approaches; may include modeling software, crash analyses, multimodal assessment, and LOS reviews.
  • Reviews public improvement plans to ensure compliance with Federal, State, and City ordinances, specifications, and codes.
  • Leads as the public works project representative to City Departments, consultants, developers, contractors, and the public.
  • Prepares and administers project budgets, contracts, and grant agreements with consultants and outside agencies.
  • Participates in diversity initiatives and ensures safe operation of vehicles.

The City of Eugene Public Works Engineering Division is recruiting for a Civil Engineer 1/2. Eugene offers many of the amenities of a larger city while retaining the feel and characteristics of a smaller city including a strong sense of community and a short commute to work with little traffic congestion.
The Civil Engineer 1/2 performs complex professional engineering work in the planning, investigation, and design of public works projects. The successful candidate will be involved in a wide range of infrastructure projects; candidates with transportation experience are strongly encouraged to apply.

This position was recently created on the Traffic Engineering Team to provide technical expertise and support for the various teams within Public Works Engineering such as Capital Projects Design and Construction, Transportation Planning, and Development Review. This position will also collaborate with other City Departments on transportation-related topics and interact with the development community through permitting, plan review, and traffic impact analysis review. Assignments require the use of judgment and initiative in developing solutions to problems, interpreting technical documents, implementing general policies, and evaluating transportation network priorities.

Civil Engineer 1 $43.18 - $48.91 hourly /$89,814.40 - $101,732,80 Annually

Civil Engineer 2$46.04 - $62.15 hourly /$95,763.20 - $129,272.00 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

  • Collaborates on the design and preparation of plans, specifications, schedules and cost estimates for public works projects with a focus on street improvements, bike paths, traffic signals, illumination projects, traffic calming, safety projects, striping, and signing plans.
  • Performs traffic studies and analyzes the transportation system for safety and capacity issues using a data-driven approach. May include using modeling software, performing crash analyses, analyzing multimodal activities, and assessing intersection level of service.
  • Provides transportation-focused technical and professional engineering expertise, coordination, management and/or support for the planning, design, and construction of capital improvement projects.
  • Reviews public improvement plans to ensure compliance with Federal, State, and City ordinances, specifications, and codes.
  • Acts as lead representative for public works projects to other City Departments, Divisions, Sections, and with outside public agencies, consultants, engineers, developers, and contractors, and the public.
  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Leads and participates as part of a team working with partner organizations, citizens and neighborhood groups developing design concepts for infrastructure projects and helping to ensure transportation projects reflect community goals.
  • Helps develop and implement City standards, policies, requirements, and procedures.
  • Selects and manages consultants providing services for project related work, master planning, and other services as needed.
  • Reviews transportation studies conducted by consultants.
  • Collaborate with colleagues and stakeholders to prepare studies and implement long-range transportation system planning.
  • Provides assistance to engineering staff regarding land development issues and staff designers regarding infrastructure design; reviews as-built plans to ensure compliance with original plans and specifications.
  • Prepares and administers project budgets, contracts, and grant agreements with consultants and outside agencies.
  • Participates in ensuring Division/Departmental implementation of, and adherence to, the City's Affluent Action and Diversity Work Plans and Diversity initiatives.
  • Operates vehicles safely and legally.
  • Actively supports and respects diversity in the workplace.
  • Performs related and other duties as assigned.

Minimum Qualifications
Education

Bachelor's degree from an ABET accredited college or university with major course work in Civil Engineering or a related field.
