Job summary

Responsibilities

  • Provide engineering design and design reviews for County Public Works Projects.
  • Provide design and drafting using AutoCAD.
  • Review construction projects and development review applications.
  • Manage road and bridge design and construction projects.
  • Inspect driveways and utility permits; ensure compliance with county specifications.
  • Oversee bridge condition assessments and maintenance.
  • Supervise staff issuing permits and coordinate with citizens and contractors.
  • Interpret plans and specifications and make field determinations.

Job description

Serves as project manager, and will assist the Director of Public Works and occasionally the County Engineer with the evaluation of citizens requests for changes to traffic signs, road striping, and related public safety issues; manage the speed trailer for speed studies and traffic calming, and the variable message sign boards; assist with the assessment and inventory of small bridges (less than twenty feet in length) and the monitoring of large bridges (inspected by the State every two years); assist with the assessment and inventory of large and small culverts; track and coordinate the road improvement agreements for County road improvements associated with land use permits; conduct on-site inspections of driveways, utility installations, and may assist with residential and commercial developments infrastructure on occasion, and other special projects in the County; may assist with the inspection of road and bridge construction projects and asphalt paving projects to ensure compliance with plans and specifications. Manages road and bridge design and construction contracts.

  • Provides engineering services to and/or management of County Public Works Projects as assigned, including engineering design and design reviews.
  • Provide design and drafting services for assigned projects and activities using AutoCAD Computer Program.
  • Review of construction projects and development review applications. (subdivisions and site plans).
  • Assists senior department management as required.
  • Manages road and bridge design and construction projects.
  • Provides cordial, responsive and accurate customer service in both written and/or verbal formats.
  • Provides oversight of County bridge condition assessments, maintenance activities, and repair, rehabilitation, and replacement of County bridge structures.
  • Assists with the inventory and assessment of small bridges (less than twenty feet in length) and the interim monitoring of large bridges (inspected by the State every two years), assist with the inventory and assessment of large and small culverts. Assist with the development and maintenance of a culvert management database.
  • Supervises engineering staff in issuing driveway and utility permits; completes and maintains records of permits issued; checks for proper permits to work in county right‑of‑ways; informs citizens, utility companies, developers, contractors and/or their representatives regarding county specifications and requirements.
  • Issues driveway permits and inspects driveways, issue utility permits and inspect the installations, may assist with the inspection of roads, bridges, guardrails, and other structures in the course of construction, alteration, and/or repair for conformance to existing code requirements and applicable state regulations; observes construction activities and directs contractors to comply under the contract documents; gathers information concerning project changes and makes recommendations to the Director of Public Works; calls for materials testing when appropriate.
  • Interprets plans and specifications and makes field determinations and judgments to contractor and Director of Public Works. Reviews construction plans and specifications for content and accuracy; makes recommendations to the Director of Public Works regarding construction projects.
  • Performs other related duties as assigned.
  • Regular and predictable attendance is required.
Education and Experience

Bachelor's degree or equivalent from a four-year college or technical school in Construction Management, Civil Engineering Technology, or a related field; and,

Licensed in Colorado as Professional Engineer, or ability to obtain same within 6 months after start of employment;

Five (5) years of progressively responsible related engineering and construction experience, including a minimum of two years project management or inspection experience; or,

Any combination of education, training, certification, and experience, which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications

Valid State Driver's License.

Desirable: Asphalt Pavement Analysis, Design and Construction Certifications

Preferred: Certified as Project Management Professional (PMP) or Project Management Institute-Construction Professional (PMI-CP) or ability to obtain same within 6 months after start of employment.

All knowledge and skills may not be required of all incumbents.

Knowledge of

Approved methods, materials, and techniques of road construction.

Principles and practices of Civil Engineering.

Principles of physics and mathematics applicable to civil engineering.

Recordkeeping, report preparation, filing methods and records management techniques.

Engineering and construction project management including planning, budgeting, scheduling, managing multidisciplinary teams, stakeholder engagement, and effective project communications.

Skill in

Use of tact, discretion, initiative and independent judgment within established guidelines.

Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.

Determine and/or identify unacceptable construction, materials, and/or trade practices and recommend corrective measures.

Read and interpret construction plans as they apply to specific area of responsibility.

Read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, design guideline manuals and so forth.

Operate all assigned equipment utilized in the performance of the essential functions of the job.

Speak effectively before public groups and respond to questions.

Interpret a variety of instructions in written, oral, diagram or schedule form.
