Job Summary

Compensation Range $107,161.60 - $150,030.40. The position involves managing and designing projects of varying difficulty, including land surveys, subsurface utility engineering, geotechnical engineering, environmental investigations, right‑of‑way acquisition coordination, construction/project management, traffic studies, and related tasks per County Code. Proficiency in AutoCAD Civil3D and CDOT local agency grant projects is required.

Responsibilities

• Manage and design road, bridge, drainage, and traffic engineering projects.
• Prepare preliminary, final, and detailed cost estimates and evaluate project feasibility.
• Prepare packages for consultant design services, review and score proposals, and write award recommendations.
• Supervise consultants and direct staff in preparing reports, plans, specifications, and contract documents.
• Coordinate and manage right‑of‑way (ROW) acquisition, including appraisals, negotiations, and documentation.
• Prepare agreements for utility relocations and work with irrigation facilities.
• Coordinate with internal and external stakeholders, including engineers, attorneys, and the Board of County Commissioners.
• Prepare bid packages, hold pre‑bid meetings, tabulate bids, and write award recommendations.
• Participate in construction inspection to monitor progress and ensure compliance with plans and specifications.
• Prepare construction project pay applications and manage signing/approval processes.
• Design roadways, utility layouts, irrigation/drainage systems, signage, construction phasing, and stormwater management plans.
• Write drainage reports, produce bid tabulations, and prepare cost estimates for design projects.
• Present project information to the Board of County Commissioners and provide technical guidance to leadership and staff.
• Respond to public and agency inquiries, process complaints, and coordinate with the Operations Division on construction designs and schedules.

Qualifications

• Education: High school diploma/GED and Bachelor’s degree in civil engineering from an accredited four‑year college or university.
• Experience: Minimum seven years related experience, or equivalent combination of education and experience, with at least four years in increasingly responsible positions. Local government experience preferred.
• Skills & Abilities: Knowledge of construction methods, quality control, and testing; hydrology and hydraulic analysis for drainage and bridge design using HY‑8, Culvert Master, Flow Master, and HEC‑RAS; traffic engineering studies and crash analysis; structural analysis of bridges; budgeting, accounting, and financial reporting; survey data collection and analysis; County Code related to engineering design, land use, and development.
• Must pass a physical demands evaluation, criminal background check, and substance use screening prior to employment.
• Licensed: Registered Professional Engineer in Colorado for a minimum of three years; MSHA certification preferred.
• Driver’s License: Valid regular Colorado driver’s license by employment start date and maintenance thereafter.

Physical Requirements

The position requires regular use of hands, lifting and moving up to 61 pounds, standing, walking, sitting, climbing, squatting, crawling, stooping, kneeling, carrying, and reaching overhead, along with reaching angularly, wrist flexion/extension, elbow flexion/extension, supination/pronation, and grasp.
