Job Summary

Join Our Construction Services Team! The Department of Public Works Engineering Division is seeking a qualified professional to join the Construction Services Section. This team delivers maintenance and capital improvement projects, supporting all phases from planning and design through construction management. This position serves in a construction manager capacity, providing leadership and oversight of project delivery, including contractor coordination, schedule and budget management, quality assurance, and compliance with County standards and regulatory requirements. The Construction Services Section is responsible for annual maintenance program management, engineering, inspection, coordination, and successful delivery of infrastructure projects that maintain and enhance El Paso County’s transportation network, including roadways, bridges, pedestrian facilities, and stormwater systems. You will have an opportunity to plan, design, and construct engineering projects, often in the same year.

Positions and Salary

Associate Engineer — Full Salary Range: 75,870.00 - 113,760.00; Hiring Range: 83,500.00 - 90,100.00

Engineer — Full Salary Range: 90,350.00 - 135,520.00; Hiring Range: 99,400.00 - 107,300.00

Senior Engineer — Full Salary Range: 105,940.00 - 159,020.00; Hiring Range: 116,600.00 - 125,900.00

This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm; subject to change. This position may close without advance notice if a sufficient number of qualified applications are received.

Essential Duties / Responsibilities

Associate Engineer:

  • Provides input and technical assistance as necessary in the design, plan review, or production of civil engineering plans.
  • Assists senior-level engineers with complex engineering assignments; prepares formal and technical reports and presentations.
  • Performs plan check review and processing of plans for assigned projects; analyzes plans for compliance with standards and criteria.
  • Formulates departmental recommendations for conditions of approval for assigned projects.
  • Participates in data collection and analysis; prepares quantity calculations and cost estimates; determines project feasibility.
  • Communicates with County departments, developers, engineers, architects, contractors, consultants, outside agencies, and the public regarding technical and procedural aspects of projects.
  • Coordinates with Local, State, and Federal agencies during applicable phases of assigned projects.
  • Ensures projects and related plans conform to County criteria.
  • Assists in evaluating policies, regulatory compliance, and infrastructure; recommends corrective measures.
  • Attends and represents the County at meetings and commissions; assists in presenting projects to boards and commissions.
  • Responds to questions and complaints from the public concerning engineering and public works issues.
  • Assists in developing goals, objectives, policies, procedures, and priorities.
  • Reviews and coordinates the processing of environmental documents pursuant to NEPA and State requirements.
  • Performs other duties as required.

Engineer:

  • Performs complex engineering assignments; provides technical assistance in design, plan review, or production of civil engineering plans; prepares reports and recommendations.
  • Ensures plan check review compliance; coordinates with stakeholders to ensure compatibility with County infrastructure and long-term plans.
  • Participates in data collection and analysis; assists with construction phase to ensure compliance with regulations; coordinates project acceptance after improvements.
  • May provide project management and engineering design for project plans, specifications, and estimates.
  • Communicates with County departments, developers, engineers, architects, contractors, outside agencies, and the public regarding technical aspects of projects.
  • Coordinates with Local, State, and Federal agencies; may manage related projects.
  • Reviews projects for conformity with County criteria; may manage staff and participate in meetings and commissions.
  • Responds to questions and complaints; assists in developing goals and priorities.
  • Reviews environmental documents pursuant to NEPA and State requirements.
  • Performs other duties as required.

Senior Engineer:

  • Performs complex engineering assignments and provides guidance on plans and schedules; prepares reports, specifications, and presentations; resolves complex problems.
  • Oversees work of lower-level engineers and ensures plan check reviews are conducted properly.
  • Manages construction phase to ensure compliance with regulations; coordinates project acceptance.
  • Leads data collection, analyses, and cost estimates; performs economic analysis and value engineering.
  • Identifies acceptable options for project design; interprets criteria and language; ensures consistency with plans, codes, and standards.
  • Represents the County at meetings and commissions; may present to the Board of County Commissioners; may provide expert testimony.
  • Participates in development of goals, policies, and procedures; reviews environmental documents; may participate in budget preparation.
  • Performs other duties as required.
Qualifications

Knowledge, Skills, and Abilities

  • Associate Engineer: Knowledge of engineering principles, plan checking, land surveying, software proficiency, and ability to communicate and work independently; maintain regular attendance.
  • Engineer: Working knowledge of engineering principles, plan checking, surveying, software proficiency; ability to read and interpret plans; communicate effectively; maintain attendance.
  • Senior Engineer: Working knowledge including statistical techniques; ability to interpret complex information; strong communication and leadership capabilities; maintain attendance.

Required Education and Experience

  • Associate Engineer: Bachelor's degree in civil engineering or related field.
  • Engineer: Bachelor's degree in civil engineering or related field; four years of professional engineering experience (two in civil); two years of leadership or project management experience.
  • Senior Engineer: Bachelor's degree in civil engineering or related field; six years of progressive civil engineering experience with three years in leadership.

Preferred Education and Experience

  • Engineer / Senior Engineer: Experience with CAD, GIS, MS Project, and related engineering software.

Licenses / Certificates

  • Associate Engineer: Valid driver's license; Engineer Intern certification or equivalent per DORA requirements.
  • Engineer / Senior Engineer: Valid driver's license; Professional Engineer (PE) license in Colorado within six months of employment.

Pre-Employment Requirements

  • Must pass conditional post-offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are primarily in an office and remote work environment, with outdoor exposure; travel to County facilities and project sites may be required; subject to after-hours call-out.
