Job description

This position oversees Raleigh’s Traffic Operations Division, which is responsible for the City’s Signs and Pavement Markings program as well as the Traffic Signals and Signal Systems program.

About You

The ideal candidate is a motivated professional engineer with experience in management, transportation engineering, and project management, plus strong communication skills and the ability to explain complex ideas clearly.

About Us

Raleigh’s Traffic Engineering Division, part of the Transportation Department, employs more than 50 full‑time staff. It maintains over 90,000 signs, all pavement markings in the corporate limits, over 670 traffic signals, 220 miles of fiber‑optic cable, and video feeds from 250 closed‑circuit cameras.

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job‑related tasks other than those specifically presented in this description.

  • Provide strategic leadership and oversight to the three main programs in the division.
  • Prepare and manage the operating and capital budgets for all the division’s personnel, equipment, tools, materials, and contracts.
  • Oversee asset management, performance monitoring, and reporting to ensure all traffic engineering assets are maintained in a state of good repair.
  • Develop strategic plans to ensure the traffic control system is the most advanced, efficient, accommodating, and safe for Raleigh residents and commuters, including persons with disabilities.
  • Ensure programs are in place to comply with federal and state mandates.
  • Assist other divisions and departments with technical expertise and review all projects and plans that impact division assets.
  • Collaborate with NCDOT on a weekly basis and coordinate with NCDOT and other regional partners on long‑term plans for signal system expansion.
Education and Experience

Bachelor's Degree in Civil Engineering or related Engineering field; 5 to 7 years' experience in engineering, construction management or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications
  • Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Professional Engineering (PE) Registration
