Job description

THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER.

The City of Oceanside is accepting applications for City Land Surveyor. This position is assigned to the Engineering division of Development Services and will report to the City Engineer.

In addition to the duties listed below, the incumbent may provide design or construction surveys for City CIP projects; assist the City Attorney’s Office with the location of public rights-of-way in conjunction with litigation; be required to reset lost or destroyed bench marks or property boundary markers or to manage consulting staff with these assignments; conduct site investigations for issues up to but not including, legal issues, easements, development projects, delineation between city, county and state owned properties; review survey documentation for as-builts or construction changes submitted by developers; respond to requests for information from contractors, engineers or developers; prepare interoffice memos and written reports; supervise and direct consultant work; train staff to assist with surveying work and survey map checking; manage project budgets; build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service; and perform related duties as assigned.


Review and approve survey documents related to development projects for conformity to state, county and local ordinance. Ensure survey documents satisfy development conditions of approval and are technically adequate. Prepare and process maps and other land title documents. Establish and confirm property boundaries and rights-of-ways on maps. Interpret legal descriptions. Verify data and calculations. Read and interpret construction plans. Perform survey monument identification and preservation. Process easement dedications and vacations. Process encroachment removal agreements. Use specialized equipment to measure and mark property boundaries, calculating the dimensions, elevations, shapes, and contours of sites. Conduct field surveys to determine locations of property lines, boundaries, easements, and rights-of-way and conduct additional types of surveys as needed. Operate GIS and surveying equipment. Perform calculations and keep accurate records. Create maps from existing maps or survey data using Computer Aided Design and Drafting (CADD) software. Prepare legal descriptions and staff reports. Review lot line adjustments, associated deed and legal descriptions and parcel and subdivision maps for technical review. Sign and stamp documents for compliance with the Subdivision Map Act and the Professional Land Surveyors’ Act. Record maps with the San Diego County Recorder. Train, assign work and review and evaluate the work performance of assigned staff. Liaison with consultants, county and state officials regarding map review procedures. Assist City departments with surveying needs and provide professional recommendation. Conduct research and compile necessary or requested documents. Perform additional duties as required.

Knowledge of:

  • Engineering land survey theory and practices of design, planning, construction, rights-of-way and land acquisition;
  • Subdivision Map Act, City of Oceanside Subdivision Ordinance, City of Oceanside Engineer Design Manual, Board Rules, and Professional Land Surveyor’s Act;
  • Computer Aided Design and Drafting (CADD) software;
  • Design Surveying
  • Construction staking.
  • Multiple surveying methods and techniques.
  • Boundary surveys;
  • Engineering, Planning, Public Works and Real Property concepts.
  • Drafting and mapping principles and techniques.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • Principles and procedures of record keeping.
  • Train staff to perform survey map checks and perform surveying work in the office and the field.

Ability To:

  • Problem solve and apply analytical skills;
  • Understand the subdivision entitlement process;
  • Evaluate deeds, maps and other instruments to determine ownership;
  • Exercise sound independent judgement within established guidelines;
  • Analyze and project consequences of decisions and/or recommendations;

  • Apply and interpret various concepts, policies and regulations;
  • Perform mathematical computations;
  • Prepare and review calculations, specifications, maps and legal documents;
  • Supervise subordinate staff performing surveying related duties;
  • Use diplomacy and tact when dealing with customers and developers;
  • Perform complex engineering and mathematical calculations and draft plans and maps;
  • Prepare clear and concise reports;
  • Work independently and efficiently to carry out assignments;
  • Communicate clearly, effectively and concisely, both orally and in writing;
  • Understand and carry out oral and written instructions;
  • Establish and maintain effective relationships with those contacted in the course of work;
  • Read and comprehend technical engineering and surveying documents, schematics, diagrams and blueprints;
  • Coordinate and oversee survey-related projects.
  • Train staff to perform survey map checks and perform surveying work in the office and the field.

Experience and Training

Experience : Four years of progressively responsible professional experience in land surveying obtained post-registration as Licensed Land Surveyor.

Training: An Associate’s degree from an accredited college or university in engineering, surveying, geography, or related field;

OR

Eight-years of post- registration experience as a Licensed Land Surveyor

License/Certificate:

  • Possession of, or ability to obtain and maintain, an appropriate, valid California driver’s license.
  • Possession of a Professional Land Surveyor (PLS) license issued by the State of California Board for Professional Engineers, Land Surveyors, and Geologists.

WORKING CONDITIONS

Environmental Conditions : Office and field environment; travel from site to collect field data; extensive public contact; exposure to noise, traffic and computer screens.

Physical Conditions : Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret specifications and drawings.


Selection Process: All applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include a written exam, application appraisal based on training and experience, oral board exam, and/or skills assessment to further assess job-related qualifications. Candidates who successfully complete the examination process will be placed on an eligible list according to their scores and will remain eligible for employment consideration for a minimum of six months.

Note: Prospective candidates will undergo a background reference check and a medical examination, a drug screening may be required.
