Job summary

City of Conroe is seeking an engineering leader to direct and coordinate functions spanning CIP planning, design, survey, development review, and construction inspection. The role bridges Development and CIP to evaluate growth and plan capital investments for resilient community infrastructure.

The position requires Texas PE licensure with a preference for Land Surveyor certification, extensive civil engineering experience, and the ability to present complex reports to stakeholders.

Qualifications

• Bachelor's degree in related field and ten years of civil engineering experience, master's preferred; municipal experience is a plus.
• Master's degree preferred.
• Registered as a Professional Engineer in the State of Texas; Professional Land Surveyor license preferred.
• Familiarity with various engineering software is preferred.

JOB SUMMARY

Responsible professional, technical, planning, and administrative position responsible for directing and coordinating Engineering functions, including capital improvement planning, design, survey, development review, and construction inspection. The position bridges Development and the Capital Improvement Program (CIP) by evaluating growth, infrastructure capacity, and future needs to ensure capital investments support responsible development, long-term growth, and community resilience. Work is performed with considerable independence within established City policies, procedures, and applicable regulations.

QUALIFICATIONS

Education and Experience:

Bachelor's degree in related field and ten (10) years of civil engineering experience, master's preferred; some of which are with a municipality, or equivalent combination of education and experience.

Special Requirements:

Registered as a Professional Engineer in the State of Texas; Certification as a Professional Land Surveyor preferred. Familiarity with various types of engineering software preferred.

Knowledge, Skills and Abilities:

• Knowledge to perform all calculations for design, computer programs, utilizing specifications and setting standards.
• Ability to sit for a long periods time, preparing plans and reviewing engineering plans submitted by others for public infrastructure improvements.
• Ability to go to the job site to participate in surveys, field observations, and walk over construction sites for observation and collection of data.
• Ability to work with other subordinates to accomplish the project management goal of surveying, designing, planning and specification preparation.
• Ability to participate, foster and encourage all members of the division to work as members of a team.
• Prepares highly complex and technical reports; documents policies and procedures; performs research
• Makes presentations before various groups, including City Council, Commissions, and professional and public meetings, as needed.

PHYSICAL DEMANDS

The work is light work and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: hearing, mental acuity, speaking, repetitive motions, standing, talking, visual acuity, and walking.
