Job Summary
This is your opportunity to join in the exciting challenge of Keeping Bellevue Moving Forward. As a member of the CIP Transportation Construction Group, you will help manage the construction of Capital Improvement Projects for the Transportation Department that include the full range of mobility modes. The many work elements include roads, sidewalks, retaining walls, bridges, underground utilities, lighting, signals, and often incorporate landscaping, trails, urban design elements and art.
We are looking for an experienced civil-municipal inspector with experience constructing projects in accordance with WSDOT specifications and standards that is seeking growth in the management of public construction projects as a means of expanding their career. Serving as the first-line supervisor for up to eight City Construction Inspectors, you will organize and prioritize their work activities, set standards for work performance, and provide for their training. You will also assist in assuring short term consultant inspectors are following the same standards for work performance, safety, conduct, and communication. You will use your experience and abilities to assist the inspectors in resolving field issues, ensuring timely documentation such as daily reports, progress photographs, preparation of pay estimate documentation, and other duties listed below.
Essential Duties And Responsibilities
- Provides direct supervision to construction inspectors in the Transportation CIP Construction group, including assigning and managing work assignments.
- Manages inspector work hours, approves time off requests and timesheets.
- Works with construction management team to prioritize project needs and schedule staff assignments.
- Attends pre-construction and construction meetings to assist inspectors and project managers determine necessary inspection and coordination requirements.
- Provide guidance to inspectors to resolve issues and concerns.
- Monitors interaction with contractors, third-party inspectors, utilities, residents and other affected parties.
- Reviews employee’s field documentation for completeness, correctness, and consistency in accordance with established standards.
- Prepares and leads monthly safety meetings for CIP and right-of-way staff.
- Works with the construction manager to develop and integrate consistent work processes, policies, guidelines, and procedures for the inspection staff and entire CM team.
- Assists inspectors in coordinating project activities (water main shutdowns, traffic control, paving, community outreach, etc.) with other City divisions and departments, neighborhood groups, franchise utilities and other agencies.
- Determines individual and group training needs and establishes and monitors training plans.
- Conduct regular individual meetings with inspection staff to enable good communication flow in all directions.
- Provides performance evaluation of staff through oral and written reviews.
- Participates in the decision process and makes effective recommendations to hire, discipline or terminate personnel.
- May assume short-term project inspection duties, when necessary, for technically complex or community-sensitive public works projects, when staff is on vacation, in training or on sick leave.
Supervision Received And Exercised
- Reports directly to the Transportation CIP Construction Manager as a member of the CM Team and receives general supervision but meets regularly to report on issues concerning inspectors work or supporting them.
- Exercises daily supervision over CIP Construction Inspectors with responsibilities as listed above.
- Directs the activities of consultant and/or special inspectors, interns, or trainees as needed.
Qualifications
Knowledge, Skills, and Abilities:
- Knowledge of municipal construction methods, materials, testing requirements, and contractor practices in the following areas: structural walls, drilled shafts, rebar installation, reinforced concrete, roadway surfacing, storm, sewer, water, earthwork, concrete flatwork, landscaping, irrigation, construction scheduling and work sequencing, signalization, illumination, channelization, and basic surveying and layout.
- Thorough knowledge of federal, state, and local codes and regulations governing municipal public works construction, with an emphasis on transportation capital improvement projects in the areas described above.
- Thorough knowledge of municipal public works contract administration requirements (state and local code requirements), specifically the WSDOT Standard Specifications for Road, Bridge and Municipal Construction and the WSDOT Standard Plans.
- Ability to read and interpret plans and specifications, to identify scheduling or constructability issues, and convey them to the construction managers.
- Ability to plan, schedule, organize and delegate work in a manner which will optimize use of time and employee skills.
- Excellent oral and written communication skills.
Education, Experience, And Other Requirements
- Graduation from an accredited four-year college or university in Civil Engineering technology, Construction Engineering, Construction Technology or Construction Management is preferred.
- Five or more years of professional related experience in engineering, project management, construction, inspection, or other related fields.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Additional Criteria: Employees must have:
- Valid Washington State Driver's License
- Ability to pass a criminal background investigation
