Qualifications

• Bachelor’s degree in civil engineering.
• Five years of progressive engineering experience, including capital project management in public sector.
• Prior supervisory or project leadership experience required.

Responsibilities

• Plan and oversee the Public Works CIP (prioritization, scheduling, budgeting, delivery).
• Provide oversight for capital projects: transportation, stormwater, water/wastewater, facilities.
• Manage all phases: planning, design, permitting, bidding, construction, inspection, closeout.
• Coordinate with consultants, contractors, utilities, and regulatory agencies to meet codes and permits.
• Review and approve plans, specs, estimates, and schedules.
• Oversee development reviews to ensure City standards and regulations are met.
• Supervise and develop engineering staff; assign work and set performance goals.
• Assist with capital budget planning, including grant funding and alternate funding.
• Engage with residents and stakeholders to explain projects and address concerns.
• Prepare reports and recommendations for City leadership and Council.
• Ensure compliance with FDOT, FDEP and other regulations.
• Support long-range infrastructure planning and asset management.
