Job summary

Cipher Tech Solutions, Inc. is seeking a CIO Services Task Lead to guide a large cross-functional team embedded at a U.S. government partner site in Baltimore, MD.

The role serves as the primary liaison between client and Cipher Tech, leading technical implementation, program oversight, and personnel management. Applicants must already hold a Top Secret clearance or higher. This onsite role does not offer telework; relocation assistance is available.

Qualifications

• Be a US Citizen with TS clearance or higher.
• Bachelor's degree in CS/CE/EE/IT/Math/Physics.
• Minimum ten years of post-graduate professional experience.
• Recent experience leading and supervising teams.
• Experience briefing CIOs/CISOs for agency actions.
• Experience in government and private sector infrastructure.
• Experience migrating legacy systems to multi-cloud/hybrid-cloud.
• Experience building data initiatives and data lakes.
• Experience with CI/CD, AI in daily workflows, and Lean Six Sigma.
• Familiar with Jira, BigPicture or MS Project.

Responsibilities

• Lead a large cross-functional team embedded at a US Government partner site.
• Serve as primary client-contact and oversee technical implementation.
• Provide program oversight and personnel management.
• Brief CIO and CISO on agency-wide actions to enable unity of effort.
• Manage budgets and balance predictive and agile project approaches.
