Job summary

Cipher Tech Solutions in Baltimore, MD seeks a Technical Project Manager with Top Secret clearance to lead cross-functional teams on government projects. You will manage 3–5 projects with 3–10 matrixed staff, coordinating requirements, documentation, tracking, and reporting to stakeholders.

The role requires DoD 8570 IAT II/III certifications, PMP/PMI-ACP or SAFe, and strong cloud, container, and CI/CD experience. Telework is not expected.

Qualifications

• Be a US Citizen with an active TS level clearance or higher.
• Bachelor’s degree in CS/CE/EE/IT/Math/Physics.
• Minimum five years of post-graduate professional experience.
• Minimum of one year as a project manager in last three years.
• Experience as a technical contributor (e.g., software engineer, sysadmin, enterprise architect).
• Proficient with Microsoft Office for reporting and communications.
• DoD 8570 IAT II certification (e.g., Security+)
• Cameo, Visio, Draw.io for architecture docs.
• Familiarity with microservice architectures and containers (Docker/Kubernetes).
• Cloud platforms AWS/Azure; CI/CD implementations.
• DoD 8570 IAT III certification (e.g., CISSP); PMP; PMI-ACP / SAFe.

Responsibilities

• Lead cross-functional technical teams embedded at a US Government partner site.
• Manage 3–5 projects with 3–10 matrixed team members.
• Coordinate, document, track, report, and prioritize requirements with government input.
