Job summary

Eastern Iowa Community Colleges (EICC) seeks a Chief Information Officer to provide strategic leadership for IT services, systems, cybersecurity, data governance, AI initiatives, and digital transformation across the district. You will guide the college’s long-term technology vision and governance, reporting to the CFO and serving on the Chancellor’s Senior Leadership Team.

Qualifications

• Bachelor’s degree in information technology, computer science, information systems, business administration, public administration, educational leadership, or a related field.
• Progressively responsible leadership experience in information technology, including operations, staff, budgets, projects, vendors, and enterprise systems.
• Demonstrated knowledge of cybersecurity, network and systems administration, cloud technologies, IT governance, data management, and AI in organizational settings.
• Experience developing and implementing technology strategies, governance models, policies, standards, and procedures.
• Strong leadership, communication, project management, problem-solving, and interpersonal skills.
• Ability to translate complex technical concepts into clear recommendations for senior administrators and stakeholders.
• Balance strategic vision with operational execution, fiscal responsibility, risk management, and service quality.

Responsibilities

• Strategic Planning – develop and communicate a multi-year IT strategy aligned with college priorities and cybersecurity requirements.
• Technology Forecasting and Innovation – identify needs and provide solutions to improve teaching, learning, and operations; lead AI strategy governance.
• IT Governance and Compliance – ensure IT policies and standards, oversee regulatory compliance, assess and mitigate security risk.
• Budgeting and Financial Management – develop and manage IT budgets; monitor expenditures.
• Vendor and Contract Management – negotiate and manage contracts with IT providers and measure performance.
• Team Leadership – lead IT staff, staff development, succession planning, and performance management.
• Operational Management – ensure reliability, security, accessibility, and efficiency of IT infrastructure.
