Job summary

The Chief Information Officer (CIO) for the State of Maryland leads the Department of Social and Economic Mobility's technology infrastructure, cybersecurity, and digital services. This executive role ensures secure, scalable systems and aligned IT operations across divisions to enhance service delivery and digital equity.

Responsibilities include strategic IT direction, governance, vendor oversight, and leadership of IT and data personnel, with a focus on innovation and enterprise-wide

Qualifications

• Education: Bachelor's degree in Information Technology, Computer Science, Management Information Systems, or a related field.
• Experience: Six (6) years of professional IT experience; at least two (2) years in direct management/supervision of IT staff or equivalent.
• Notes: Master’s or PhD may substitute for the degree and some IT experience, with supervisory experience still required.

Responsibilities

• IT Strategy & Cybersecurity Oversight: Direct the agency’s technology strategy, including infrastructure, cybersecurity, and digital services.
• Data Governance & Analytics: Oversee enterprise data management, integration, and analytics per privacy laws.
• Interagency Coordination & Governance: Liaise with DoIT, DBM, and external partners to align systems and transparency initiatives.
• Vendor Management & Contract Oversight: Manage vendors and SLAs, ensuring security and deliverables.
• Innovation & Team Leadership: Lead IT and data staff and evaluate emerging technologies and modern practices.
