Job Title: CHIPS Act Compliance Coordinator – Project Control Team

We are seeking a highly detail-driven, proactive, and resilient CHIPS Act Compliance Coordinator to join our Project Controls team at our massive semiconductor foundry construction project in Taylor, Texas.

In this critical role, you will serve as the heartbeat of our project's regulatory integrity. As federal CHIPS Act funding and strict owner guidelines govern our operations, your core mission is to bridge all participating parties—including the project owner, third-party compliance monitors, internal project controls teams, and numerous subcontractors—to ensure absolute transparency and compliance.

This is an intensive monitoring, tracking, and coordination position. When third-party administrators mandate direct payroll reviews and worker interviews, you will facilitate the entire process. More importantly, you will act as the ultimate safeguard ensuring that no contractor falls through the cracks. Through rigorous follow-ups, proactive notice coordination, and automated system administration, you will keep every stakeholder accountable, close compliance gaps before they escalates, and protect the project from regulatory risk.

Key Responsibilities:
Third-Party Compliance Monitoring Support
  • Monitor the Owner's designated third-party compliance administrator's progress in collecting and reviewing certified payroll reports, domestic content certifications, and FEOC declarations from GCs and sub-tier contractors.
  • Track submission status across all active contractor tiers; identify delays, gaps, or non-responsive contractors and elevate promptly.
  • Serve as the day-to-day liaison between the Owner's third-party administrator, GC compliance contacts, and SECAI's internal Compliance Manager — ensuring information flows without bottleneck.
Contractor Follow-Up & Notice Coordination
  • Chase overdue or non-compliant submissions on behalf of the Compliance Manager; issue written follow-up reminders to GC and subcontractor compliance contacts.
  • Coordinate with the Contract Manager to issue formal written notices to contractors with repeated or material non-compliance — track notice issuance, contractor response, and resolution status.
  • Maintain a live non-compliance tracking log: contractor name, outstanding item, notice date, response deadline, and resolution status.
LCPtracker Enrollment & Setup Administration
  • Prior to contractor mobilization, coordinate with the Owner's third-party compliance administrator and GC compliance contacts to ensure all applicable contractors and subcontractors are registered and active in LCPtracker (or the Owner-designated certified payroll and compliance tracking platform) before commencing work on site.
  • Verify that each contractor's LCPtracker profile is complete and accurate — company information, trade classifications, applicable wage determinations, and project-specific settings — and resolve setup errors in coordination with the platform administrator before the contractor's first certified payroll cycle.
  • Maintain the LCPtracker contractor enrollment register, updated with every new subcontractor award or substitution event across all three GC packages; confirm registration status as a prerequisite item on the contractor onboarding checklist.
  • Coordinate with GC compliance contacts to ensure sub-tier contractors are cascaded into LCPtracker by the prime GC within the required timeframe after subcontract execution; track and chase overdue sub-tier registrations.
  • Liaise with the Owner's third-party compliance administrator on any platform access issues, user permission settings, or enrollment configuration questions that arise during the project.
Qualifications
  • Bachelor's degree in Business Administration, Public Policy, Construction Management, Legal Studies, or related field; minimum 3–5 years of experience in construction project compliance coordination, contract administration, or government-assisted project support.
  • Working knowledge of Davis-Bacon Act (DBA) prevailing wage requirements and certified payroll processes — direct experience not required, but must be able to monitor, interpret, and communicate compliance status with confidence.
  • Familiarity with CHIPS and Science Act compliance framework preferred; candidates with experience on federally-assisted construction or manufacturing projects (DOD, DOE, DOT, or equivalent) are strongly preferred.
  • Understanding of FEOC restrictions and contractor screening concepts preferred.Strong tracking and follow-up discipline — ability to manage multi-tier contractor compliance across a high-volume, deadline-driven environment.
  • Proficiency in MS Office (Excel, Word); PMIS experience (Procore or equivalent) preferred.
  • Bilingual (Korean/English) preferred — GC and contractor communication in English; internal reporting in Korean.
Key Notes & Requirements
  • DBA / CHIPS Act working knowledge “Required” — direct administration experience not mandatory, but must understand the compliance framework sufficiently to monitor, follow up, and report.
  • Multi-tier contractor compliance tracking and follow-up experience “Required”.
  • Formal notice coordination experience (written follow-up, contractor correspondence) “Preferred”.
  • Federal or government-assisted project experience “Preferred”.
