Job summary

Maximus is seeking a skilled Business Analyst to support large child welfare system modernization initiatives. You will translate program and policy needs into clear requirements, document processes, and develop functional specifications to align business goals with system capabilities.

You will work with client leadership, program staff, technical teams, vendors, and PMO resources to ensure alignment, traceability, and readiness across project workstreams.

Qualifications

• Bachelor’s degree in business administration, information systems, social work, public administration, human services, or a related field; or at least four (4) years of relevant business analysis, child welfare, human services, or system modernization experience.
• Four (4) years of current, relevant experience in business analysis, requirements elicitation, process improvement, project coordination, or system implementation support for government health and human services programs.
• Demonstrated ability to document business needs, validate workflows, analyze gaps, and align objectives with technology solutions.
• Experience developing or maintaining business requirements, functional specs, process flows, user stories, and traceability artifacts.

Responsibilities

• Deliver consulting project activities for various projects.
• Analyze complex data and identify patterns, recommend actions, and measure outcomes.
• Coordinate with technical staff to understand business requirements, specifications, and processes.
• Conduct market research and understand market trends.
• Create system functional specifications from business requirements.
• Interact with organization and client managers.
• Perform cost/schedule monitoring.
• Identify additional product and service opportunities in customer organization.
• Elicit, analyze, document, and validate business, functional, reporting, interface, data, and operational requirements for modernization workstreams.
• Facilitate requirements sessions, workshops, interviews, and meetings with staff, policy teams, technical teams, vendors, and project leadership.
• Document current-state and future-state business processes, workflows, use cases, user stories, and business rules.
• Support traceability between objectives, requirements, system design, testing, and readiness.
