Job summary

Maximus is seeking a Business Analyst to support large child welfare system modernization initiatives. The role translates program, policy, and stakeholder needs into clear business requirements, functional specs, and deliverables, ensuring alignment with federal and state requirements.

You will work with client leadership, program staff, technical teams, vendors, and PMO resources to validate workflows, identify gaps, and promote implementation readiness across modules and workstreams.

Qualifications

• Bachelor’s degree in related field; or at least 4 years of relevant business analysis, child welfare, or system modernization experience.
• Four (4) years of current, relevant experience in business analysis, requirements elicitation, process improvement, or system implementation support for government health and human services programs.
• Knowledge of CCWIS, Title IV-B/IV-E, data quality, confidentiality, accessibility, and security expectations.
• Experience documenting business needs, validating workflows, and aligning objectives with technology solutions.

Responsibilities

• Deliver consulting project activities for various projects.
• Analyze complex data, identify patterns, recommend actions, and measure outcomes.
• Coordinate with technical staff to understand requirements, specifications, and processes.
• Create system functional specifications from business requirements.
• Document current and future states, workflows, use cases, and business rules.
• Support traceability between objectives, requirements, design, testing, and readiness.
