Job summary

Houston City College (HCC) seeks a strategic leader to design and implement college-wide talent acquisition, learning and development strategies, programs, tools and processes to ensure a world-class workforce.

Executive level staff collaborate across the college to support the one-college vision, focusing on alignment of human capital to mission, diversity initiatives, governance, and continuous improvement of talent management programs.

Qualifications

• Bachelor’s degree in Psychology, HRM, OD or related field required
• Master’s degree preferred
• 7 years professional experience in Human Resources required
• 3 years of professional experience in higher education or 5 years in public/private industry preferred

Responsibilities

• Lead development of college-wide talent acquisition and learning and development strategies, required programs, policies, tools and processes.
• Collaborate with Office of Institutional Equity (OIE) to enhance diversity efforts in recruitment and development.
• Lead Talent Acquisition and Learning & Development teams and collaborate with college leadership to identify skills, competencies and talent needs.
• Assist colleagues in linking strategic planning with human capital strategy needs.
• Partner with Talent Acquisition professionals to build tools, track results and recommend adjustments to HR and college leadership.
• Provide input to Talent Technology on development and enhancement of Talent Acquisition systems.
• Determine scope of talent acquisition and development services with senior leaders to align with HCC’s strategic vision.
• Ensure new programs have change management and communication plans and engage critical stakeholders.
• Oversee vendor management and performance for talent initiatives and tools.
• Build collaborative relationships with internal/external constituents and vendors.
