Job summary

The State of Louisiana is seeking a highly experienced State Purchasing Director to lead the Office of State Procurement in Baton Rouge. This role directs procurement policy, systems, and compliance across agencies under the Louisiana Procurement Code, with an emphasis on transparency and auditability.

The incumbent will supervise Directors and professionals, manage budgets, and oversee strategic sourcing and program performance to maximize public value.

Qualifications

• Nine years of experience in procurement, contracts or grants management, financial management, accounting, or auditing at the supervisory level.
• Six years of related work plus six years in procurement, contracts or grants management, financial management, accounting, or auditing.
• Bachelor’s degree plus six years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
• Advanced degree plus five years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

Responsibilities

• Directs the Office of State Procurement (OSP) as the central procurement officer for supplies, services, major repairs, and professional services per the Louisiana Procurement Code.
• Establishes vision, structure, goals, and budget for OSP in line with DOA policies.
• Oversees regulations, rules, and internal procedures; issues statewide policies and guidance.
• Directs statewide procurement systems and data reporting, and oversees procurement data, analytics, and performance measures.
• Provides procurement advice to executive leadership and reviews complex agency procurement decisions.
