Job summary

The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Procurement Supervisor to join the Procurement Section of the Office of Management and Finance. The role oversees complex purchasing, competitive solicitations, professional services contracts, and regulatory compliance across statewide operations.

Responsibilities include supervising procurement staff, guiding bid evaluations, drafting RFPs, reviewing contracts, and providing technical assistance to DOTD

Qualifications

• Seven years plus of procurement or contracts management experience.
• Experience with competitive solicitations, RFPs, and contract awards.
• CPPB/CPPO or NIGP-CPP credentials or substitution privileges.
• Ability to supervise staff and ensure regulatory compliance.
• Strong analytical, organizational, and leadership skills.

Responsibilities

• Supervise complex procurement activities for DOTD offices and districts.
• Oversee competitive purchasing, bid events, and contract awards.
• Coordinate RFP development, evaluation, and negotiations.
• Review professional services contracts and amendments for compliance.
• Supervise procurement personnel and provide training and guidance.
• Support statewide P-Card program compliance and auditing.
• Administer surplus and asset procurement processes as needed.
• Provide regulatory guidance and technical assistance across DOTD.
• Resolve complex procurement issues and bid protests with stakeholders.
• Assist with federal funding compliance and applicable requirements.
