Job summary

Louisiana Department of Transportation and Development (DOTD) seeks an experienced Procurement Supervisor to oversee statewide procurement activities, supervise staff, review bids, develop contracting policies, and ensure compliance with state and federal requirements.

The role includes guiding DOTD districts, coordinating complex solicitations such as RFPs, providing training, and ensuring transparency and accountability across the agency’s purchasing operations.

Qualifications

• Seven years of procurement, contracts or grants management, financial management, accounting, or auditing experience.
• Six years of full-time work in any field plus four years in procurement, contracts or grants management, financial management, accounting, or auditing.
• Bachelor’s degree plus four years in procurement, contracts or grants management, financial management, accounting, or auditing.
• Advanced degree plus three years in procurement, contracts or grants management, financial management, accounting, or auditing.

Responsibilities

• Supervises complex procurement activities for DOTD offices, districts, and programs.
• Oversees competitive purchasing, bid advertisements, evaluations, and contract awards.
• Coordinates RFPs for professional and contractual services and provides guidance on evaluation and negotiations.
• Reviews professional services contracts and ensures regulatory compliance before execution.
• Provides training and guidance to procurement personnel and ensures adherence to procedures.
