Job summary

Open Sky Community Services in Massachusetts seeks a Chief Program Officer to lead a broad continuum of services, oversee 116 programs and over 1,000 program FTEs, and drive strategic growth, quality, and sustainability grounded in trauma-informed, person-centered care.

The CPO partners with the President & CEO and executive leadership to build leadership capacity, strengthen accountability, advance service integration, and foster a data-informed culture that improves outcomes for individuals

Qualifications

• Master’s degree required in health and human services, public administration, social work, or a related field.
• Minimum of ten (10) years of progressively responsible leadership experience within complex health and human services organizations.
• Experience leading multi-service programs with accountability for financial performance and service quality.
• Exceptional executive communication and ability to build relationships with funders, regulators, and community partners.

Responsibilities

• Provide executive leadership across Open Sky’s broad continuum of programs and services to ensure high-quality, integrated care grounded in trauma-informed, person-centered approaches.
• Translate enterprise strategy into clear operational priorities and measurable performance expectations across service lines.
• Partner with HR and service leaders to address workforce capacity, succession planning, and leadership development.
• Oversee financial performance, resource allocation, and long-term sustainability in collaboration with the CFOO.
• Champion quality, compliance, risk management, and readiness for audits and regulatory requirements.
• Represent Open Sky with funders, regulators, and community stakeholders to advance growth, partnerships, and mission-aligned initiatives.
• Build a high-performing senior leadership team and cultivate a culture of collaboration, accountability, and continuous improvement.
