Job summary

The State of Rhode Island seeks a Chief, Program Development within the Department of Children, Youth, and Families. Based at the Rhode Island Training School, you will lead program planning, development and research to coordinate services department‑wide and with partner agencies.

You will identify populations to be served, assess needs, secure resources and implement new programs while evaluating existing ones and ensuring compliance with state and federal requirements.

Qualifications

• Master’s degree or higher in Public Administration, Business Administration, social sciences or closely related field.
• Experience in responsible program development in a human services setting.
• Ability to liaise between the director, division heads and external partners.

Responsibilities

• Lead planning, program development and research for departmental programs.
• Coordinate with other state departments, local governments and community groups.
• Develop and evaluate programs, identify populations served, needs and priorities.
• Draft reports, strategic policy memos and grant proposals.
• Oversee grant development, budgets, audits and data reporting.
• Supervise professional and clerical staff as required.
