Job summary

Prevail Recruiting is partnering with a growing heavy civil and pavement preservation contractor in Phoenix, AZ, seeking a Vice President of Preconstruction/Estimating & Support Services. The role combines centralized preconstruction leadership with Shop & Fleet, Materials/Lab, and Traffic Control to build a scalable, data-driven organization.

You will report to the COO and lead a four-function support services engine, driving margin, pricing, and operational excellence across divisions.

Responsibilities

Centralize estimating and preconstruction across multiple operating divisions.
Improve bid accuracy and estimate-to-actual performance.
Establish meaningful KPIs and real-time financial visibility across all four functions.
Partner closely with Operations and Finance to improve margins and profitability.
Establish defensible market-based internal pricing for support services.
Improve fleet utilization, lifecycle planning, and rate-setting.
Develop standardized processes, operating rhythms, and accountability.
Build and mentor a strong leader over each individual business unit.
Create scalable systems that can support significant organizational growth.
Develop an organization that operates effectively without requiring the VP to personally manage every detail.
