Prevail Recruiting is partnering with a growing heavy civil and pavement preservation contractor in Phoenix, AZ, seeking a Vice President of Preconstruction/Estimating & Support Services. The role combines centralized preconstruction leadership with Shop & Fleet, Materials/Lab, and Traffic Control to build a scalable, data-driven organization.

You will report to the COO and lead a four-function support services engine, driving margin, pricing, and operational excellence across divisions.

Vice President of Preconstruction/Estimating & Support Services

Heavy Civil / Pavement Preservation | Phoenix, AZ | Executive Leadership

$175,000–$200,000 Base + Profit Sharing + Employee Ownership

We’re partnering with a growing, employee-owned heavy civil and pavement preservation contractor in the Phoenix market with approximately $100M in annual revenue and an aggressive growth plan toward $150M+ and beyond.

They are looking for an executive who can do much more than lead estimating.

This individual will be responsible for bringing together Preconstruction, Shop & Fleet, Materials/Lab, and Traffic Control under one leadership structure—building the systems, financial visibility, accountability, and leadership teams necessary for each function to operate as a true business within the larger organization.

This is a builder role, not a caretaker role.

Today, estimating is decentralized across operating divisions, while several internal support functions have significant untapped financial potential. The company wants an executive who can centralize preconstruction, establish meaningful performance metrics, improve estimate-to-actual results, appropriately price internal services, and develop leaders capable of running each function independently.

The Opportunity

You’ll report directly to the COO and have executive-level responsibility for four critical areas:

Build a centralized preconstruction and estimating function supporting multiple heavy civil operating divisions. Standardize processes, improve estimating accuracy, strengthen handoff to operations, and create reliable data leadership can use to manage the business.

Shop & Fleet

Provide strategic and financial oversight of fleet operations, including utilization, lifecycle planning, internal rates, equipment acquisition and disposal, while developing the leadership responsible for day-to-day execution.

Help transform an internal technical function into a measurable service operation with appropriate pricing, performance metrics, accountability, and financial visibility.

Traffic Control

Establish market-based pricing and operating metrics that allow the company to understand the true value, cost, utilization, and profitability of its internal traffic-control capabilities.

What You’ll Be Asked to Build

The goal isn't simply to oversee these departments. It's to create an integrated Support Services organization capable of supporting continued company growth.

You will:

Who We're Looking For

We're looking for a senior construction executive with a deep foundation in estimating and preconstruction who has progressed beyond simply producing estimates.

You may currently be a:

VP of Preconstruction | VP of Estimating | Director of Preconstruction | Director of Estimating | Chief Estimator | Regional Preconstruction Leader | VP of Operations

The strongest candidates will bring experience in:

Airport/aviation construction experience is highly desirable but not required.

More importantly, you've built, centralized, transformed, or significantly improved an estimating/preconstruction function rather than simply inheriting and maintaining one.

You understand how estimating connects to operations and ultimately to the P&L.

You can look beyond the bid and think about equipment utilization, internal service pricing, margins, financial performance, organizational structure, leadership development, and scalable systems.

And you're comfortable developing managers and holding them accountable rather than becoming the day-to-day manager of every department yourself.
