CHIEF OPERATING OFFICER
Starting Salary Range: $190,000 - $210,000 annually

We operate a growing portfolio of supportive housing sites, serving over 2,000 residents annually across multiple locations in San Francisco.

Position Overview
The Chief Operating Officer (COO) is a key member of the executive leadership team and is responsible for the strategic oversight and operational excellence of core programs. This role ensures high-quality service delivery, regulatory compliance, and the integration of best practices across Housing Operations and Resident Supportive Services. The COO will collaborate closely with the CEO and other leadership to drive the organizational goals outlined in the strategic plan.
Essential Functions
Organizational Leadership & Strategy
- Serve as a strategic thought partner to the CEO and executive team to drive organizational goals, operational strategy, and performance.
- Provide leadership and direction to Housing Operations and Resident Services departments, ensuring alignment with strategic priorities and operational excellence.
- Oversee department budgets, operational planning, and contract compliance.
- Lead efforts related to growth, including new building transitions, property onboarding, and cross-departmental coordination.
- Ensure compliance with funding, regulatory, and contractual obligations (e.g., HUD, local housing authorities, state agencies).
Staff Development & Culture
- Foster a culture of collaboration, accountability, and mission alignment across all operational departments.
- Mentor senior department leaders, providing clarity in roles, expectations, and professional development.
- Promote equity, diversity, inclusion, and trauma-informed practices in all service delivery and management.
- Ensure ongoing staff development, recruitment, and retention strategies that align with organizational values.
Ensure a High-Performance, Value-Centered Culture and Staff
- Drive a high-performance, value-centered culture and staff, measuring success through staff engagement, values knowledge, organizational knowledge, and team meeting assessments.
- Implement culture-deepening initiatives and initiate honest conversations about organizational culture.
- Act as the senior-level advocate for all team members to the CEO and executive team, ensuring that staff voices are heard.
- Identify and implement a compensation philosophy, including systems for annual compensation budgeting and awards.
- Ensure strong internal communication, including quarterly staff town halls to promote annual initiatives.
- Oversee a world-class and efficient Human Resources department that manages risk and compliance, supports talent acquisition, learning and development, performance management, compensation and benefits, HR information systems, and succession management.
- Through the HR Director, oversee management of central facilities, off-site staff workspaces, and administrative services that support staff effectiveness.
Service Integration & Program Quality
- Ensure seamless integration of housing operations and supportive services.
- Drive the implementation of best practices in supportive housing, such as harm reduction and Housing First principles.
- Monitor and evaluate program quality, resident satisfaction, and service outcomes in collaboration with other departments.
Compliance & Risk Management
- Oversee adherence to funder and regulatory requirements across housing and services programs.
- Develop and implement operational policies and procedures to ensure organizational efficiency and compliance.
- Lead internal audit and monitoring systems across all departments.
Deploy Work Planning, Accountability, and Metric Systems
- Establish and maintain quarterly and annual planning processes at the department, COO, and Board levels, creating integrated One-Page Work Plans across the organization.
- Ensure the creation and use of simplified metrics/scorecards and priorities at the department, COO, and Board levels that allow transparent evaluation of progress on strategy and One-Page Work Plans.
- Hold departments and individual staff accountable to these plans, ensuring alignment and progress towards organizational goals.
One HomeRise – Foster Interdepartmental Team and Communication Systems
- Implement efficient and effective interdepartmental team structures and department processes, ensuring seamless collaboration and communication across all functions.
- Maintain and optimize internal filing systems and information storage, ensuring data is readily accessible and organized.
- Employ an active Business Intelligence research and engagement strategy to regularly assess the effectiveness of HomeRise’s actions, identifying new industry best practices for implementation.
Advisor and Coach to the CEO and Department Leaders
- Serve as a trusted advisor and collaborative partner to the CEO and other HomeRise leaders. Facilitate creative team meetings and provide written recommendations, reports, procedures, infographics, and other communication tools as needed.
- Provide coaching, vision, and oversight to Resident Services and Housing Operations departments to ensure performance is in line with plans and budgets.
- Collaborate closely with the CFO to ensure a holistic approach to the organization’s financial sustainability and operational excellence.
External Partnerships & Community Engagement
- Represent HomeRise with government partners, funders, and sector peers to strengthen collaboration and funding opportunities.
- Attend industry conferences and participate in speaker opportunities to enhance HomeRise's visibility and influence within the affordable housing and nonprofit sectors.
- Collaborate with external stakeholders on affordable housing projects, site selection, and funding initiatives.
- Help advocate at the Federal, State, County, and City levels for legal changes beneficial to HomeRise and the affordable housing industry.
Operational Excellence
- Develop systems to support sustainable growth and improve operational efficiency across departments.
- Ensure effective resource allocation, budget management, and financial oversight to meet operational goals.
- Continuously assess performance metrics to identify opportunities for improvement and cost-saving initiatives.
SUPERVISORY RESPONSIBILITY
- Three (3) department directors:
- Director of Housing Operations, the Director of Resident Services and the Director of Contracts and Compliance
POSITION DETAIL
- Location: San Francisco, CA (Hybrid)
- Status: Full-Time / Exempt
- Schedule: Generally, Monday through Friday, 9 am - 5 pm
- Reports to: Chief Executive Officer (CEO)
- Minimum of 10 years of progressive leadership experience, with at least 5 years in a senior operations or housing role within nonprofit, government, or affordable housing sectors.
- Deep knowledge of permanent supportive housing, Housing First principles, and trauma-informed care.
- Proven experience managing cross-departmental teams, complex budgets, and operational systems.
- Strong communication skills, both written and verbal, and the ability to effectively represent the organization externally.
- Experience working in unionized environments and labor relations is preferred.
- Ability to work within a diverse workplace and environment, strong commitment to social justice.
