Qualifications

• Four-year degree in human resources, public administration, business or related field.
• Ten years of progressive professional HR experience including employee relations and policy administration.
• At least five years in supervisory or executive management directing HR staff.
• Public-sector or local government HR experience preferred.
• SPHR/SHRM-SCP/IPMA-SCP preferred.

Responsibilities

• Lead the HR department through the HR Manager, set priorities and oversee service delivery.
• Advise County Administrator, Board of Supervisors and department heads on workforce strategy.
• Direct development and review of HR policies ensuring legal compliance and fairness.
• Lead organizational change, workforce planning, and leadership development initiatives.
• Monitor employment laws and prepare executive reports and policy recommendations.
• Oversee HR program administration, investigations, and compliance with federal and state laws.
