Job summary

County of Davidson seeks a Human Resources Director to plan, direct, and lead the HR department for County Government. This onsite role in Lexington, NC, will align HR initiatives with strategic goals while overseeing a comprehensive HR program.

You will supervise recruitment, employee relations, training, classification and compensation, benefits, safety, risk management, and HRIS, guiding management on employee relations and policy adherence.

Qualifications

• Master's degree preferred in HR, public administration, or a related field.
• Minimum five years of supervisory or management experience, preferably in local government.
• Valid North Carolina Driver License is required.
• Professional HR certifications (IPMA-SCP, SHRM-SCP, or SPHR) are preferred.

Responsibilities

• Supervise and direct the work of HR department staff.
• Develop and implement the HR department vision, mission, goals, and objectives.
• Prepare the annual HR budget request and monitor expenditures.
• Monitor department workflow to ensure procedures are followed and programs are coordinated.
• Consult with county management and other directors on HR planning.
• Interview applicants; hire staff; manage performance; conduct appraisals.
• Identify training needs based on job requirements.
• Appear before the Board of County Commissioners to present policies and initiatives.
• Develop, implement, and maintain personnel policies with Board approval.
• Direct and supervise personnel actions and documentation (appointments, transfers, separations, pay adjustments).
• Coordinate with department directors on employee relations, policy adherence, and employment law.
• Respond to inquiries, concerns, and complaints; address appeals and resolutions.
• Direct and supervise applicant tracking and recruiting programs.
• Direct and supervise classification and compensation plan administration.
• Direct and supervise safety programs and workers’ compensation.
• Conduct supervisory training and support employee development.
