Job summary

Covington Independent Public Schools seeks a Chief of Human Resources to lead the district's talent system, ensuring compliant, equitable, and efficient processes from recruitment through separation.

The executive will shape multi-year human capital strategy, oversee payroll and personnel actions, and pilot districtwide onboarding and annual training programs. The role emphasizes equity, data-driven decisions, and strong collaboration with Cabinet and the Board.

Qualifications

• Bachelor's degree in human resources, business, public administration, education leadership, law, or a related field; master's degree preferred.
• At least five years of progressively responsible leadership in human resources, talent, employee relations, or organizational operations; urban public school system preferred.
• Demonstrated knowledge of employment law, collective bargaining, ADA, FMLA, wage-hour, investigations, and public-sector personnel practices.
• Strong record of building equitable systems, handling confidential matters, supervising teams, improving service, and using data to guide decisions.
• SHRM-SCP, SPHR, school personnel certification, or comparable credential preferred.

Responsibilities

• Develop and execute a multi-year human capital strategy aligned to district goals and budget assumptions.
• Lead recruitment and selection systems including forecasting, job descriptions, background checks, and offers.
• Build partnerships with universities and educator preparation providers to strengthen pipelines.
• Design strategies for hard-to-staff roles and internal mobility; analyze workforce data for trends and recommendations.
• Establish an HR business partner model to support principals and department leaders.
