Job summary

The Trinity River Authority of Texas is seeking a General Manager / CEO to lead all operations, financial stewardship, and strategic direction across its water and wastewater facilities. The role reports to a 25‑member Board and requires coordinating with regional offices in Arlington and Huntsville, as well as operating facilities district-wide.

Qualifications

• Ten+ years of progressive leadership in water resources or public utility management.
• At least seven years as a chief executive or senior manager with budget and workforce accountability.
• Experience with enterprise fund accounting and multi-year capital programs.
• Knowledge of federal/state regulatory requirements and Open Meetings Act.
• Bachelor's degree required; master’s preferred.

Responsibilities

• Direct all operations, programs, services, and resources of the Authority.
• Lead development and execution of the strategic plan and report progress to the Board.
• Prepare annual operating budgets and capital improvement programs; manage finances and reserves.
• Oversee a large, bond-financed capital program and ensure scope, schedule, and budget alignment.
• Direct emergency preparedness and incident response across the basin.
• Represent the Authority before legislators, agencies, and stakeholders.
• Build relationships with wholesale customers and regional partners.
