The Trinity River Authority of Texas seeks a proven General Manager to lead a multi‑facility water and wastewater system, set strategic direction, and ensure strong financial stewardship.

Reporting to the Board, you will supervise an Executive Management Team and coordinate across regional offices, managing regulatory compliance, capital programs, and critical infrastructure while maintaining public service excellence.

Qualifikationen

• Ten (10)+ years of progressive leadership in water resources, drinking‑water or wastewater utility management, or comparable public infrastructure enterprise.
• Experience as chief executive, senior manager, or equivalent with budget, workforce, and capital responsibility.
• Strong understanding of regulatory compliance in water resources and environmental management.
• Hands‑on executive leadership of multi‑facility operations with large capital programs.
• Proven ability to communicate with federal, state, and local officials and stakeholders.
• Experience with crisis leadership and public communication under pressure.

Aufgaben

• Direct all operations, programs, services, and resources of the Authority, including water and wastewater operations and basin planning.
• Lead development and execution of the Authority’s strategic plan, including workforce continuity and capital improvements.
• Prepare and manage annual operating budgets and capital programs, ensuring financial integrity and rate adequacy.
• Oversee a large, bond‑financed capital program driven by growth, aging infrastructure, and regulatory requirements.
• Establish contracting and procurement controls for high‑dollar projects with proper oversight.
• Ensure environmental, regulatory, and security compliance across all operations.
• Represent the Authority before Legislature and key agencies; maintain relations with wholesale customers.
• Lead the Executive Management Team and coordinate across Northern and Southern Regions.
