The Trinity River Authority of Texas seeks a General Manager/CEO to lead the Authority, directing operations, finances, and strategic initiatives across multiple regions. The role reports to a nine-member executive board and requires strong governance, regulatory, and stakeholder engagement.

The General Manager will oversee a large capital program, ensure environmental compliance, and manage talent across finance, engineering, and operations.

Qualifications

• Executive leadership experience at scale, multi-facility operations, and multi-year capital programs.
• Experience with regulatory compliance and public-sector financial stewardship.
• Strong communication with boards, legislators, and stakeholders.

Responsabilités

• Direct all operations, programs, services, and resources of the Authority, including water and wastewater treatment, reservoir operations, and recreation.
• Lead development and execution of the Authority’s strategic plan and report progress against goals.
• Prepare annual operating budgets and multi-year CIP; manage enterprise finances and debt.
• Oversee a large bond-financed capital program and ensure projects stay on scope and budget.
• Maintain contracting controls and ensure compliance with environmental and regulatory requirements.

Formation

Bachelor’s degree in civil or environmental engineering, public administration, business administration, environmental science, finance, or a closely related discipline

Master’s degree in a relevant field, or professional certification (PE, CPA, or equivalent)
