Job summary

Trinity River Authority of Texas is seeking a General Manager to provide strategic leadership and overall administration for a large multi-facility public utility. You will guide operations across water and wastewater services, manage a substantial capital program, and maintain strong oversight of regulatory compliance and finances.

The General Manager reports to the Board of Directors and leads the Executive Management Team, coordinating across regional offices and staff groups to deliver

Qualifications

• Extensive leadership experience in a large multi-facility public utility or authority.
• Strong financial stewardship and budget management experience.
• Proven ability to engage with state and federal regulators and elected officials.

Responsibilities

• Direct all operations, programs, services, and resources across water treatment, wastewater treatment, and related infrastructure.
• Lead development and execution of the Authority’s strategic plan and annual operating budget.
• Oversee a large bond-financed capital program and ensure projects stay on scope, schedule, and budget.
• Ensure compliance with environmental, dam-safety, and financial requirements and permits.
• Represent the Authority before the Legislature and intergovernmental bodies; maintain broad stakeholder relationships.
• Build and sustain an organizational culture of integrity, accountability, and service; plan for succession.
