Job summary

EYA, LLC seeks a Head of Engineering and Land Development to lead the strategy, structure, and execution of horizontal development across its portfolio. This executive will align engineering oversight, infrastructure planning, budgeting, and contractor engagement with complex urban communities.

Qualifications

• 15+ years of senior land development leadership in residential or mixed-use environments.
• Experience delivering complex urban infill projects in entitlement-heavy jurisdictions.
• Ability to manage infrastructure in phased, high-density, capital-sensitive settings.
• Experience structuring horizontal delivery models, including early GC engagement in preconstruction.
• Strong financial acumen and collaboration with underwriting and capital planning.

Responsibilities

• Provide executive oversight of EYA’s land development and internal engineering teams.
• Oversee preconstruction budgeting, estimating, and buyout for horizontal work.
• Guide infrastructure delivery strategy and contractor procurement.
• Coordinate with acquisitions, development, construction, finance, and legal.
• Ensure smooth transition from plans to construction-ready documents and parcel delivery.
• Manage bond release, HOA turnover, and infrastructure coordination with vertical production.
