Job summary

Eli Technologies seeks a Head of Programs to bridge policy, delivery, and growth for energy programs. You’ll own go-to-market, bids, and the program management org to deliver end-to-end projects with impact.

The role requires 10+ years in energy efficiency or related fields, plus strong utility and regulatory relationships. We offer executive equity, a base salary, and remote-friendly work with in-person collaboration in major US hubs.

Qualifications

• 10+ years in energy efficiency, demand-side management, or electrification programs.
• Experience running large program portfolios or business lines at implementers, utilities, or government agencies.
• Proven ability to win program work and navigate RFP cycles and sole-source paths.
• Strong relationships with utility and agency leaders and ability to influence decisions.
• Comfort writing proposals and building teams for the next ten programs.
• Willingness to work across major US locations with occasional in-person collaboration.

Responsibilities

• Build and run the pipeline for program administration and implementation contracts with utilities and government sponsors.
• Lead pursuits from first conversation through RFP response, pricing, negotiation, and signature.
• Stand up and lead the program management organization: launch planning, staffing, SLAs, regulatory reporting.
• Own the P&L for the programs business, including bid pricing, delivery cost, and margin.
• Recruit, develop, and retain program managers and delivery leads as the portfolio grows.
• Shape Eli's industry presence through conferences, working groups, and regulatory proceedings.
