Overview
The primary functions of this position are to plan, manage, execute, direct, and supervise the activities of company inspectors, contractors, and municipal, transit, or private contractors involved in various construction projects. These projects may be within company facilities, generating stations, substations, or within franchised areas such as public roadways, highways, or bridges. The role ensures all work complies with company specifications, standards, procedures, and regulatory requirements. Additionally, CCI's are responsible for maintaining and protecting the integrity of company facilities during construction, ensuring projects are completed within scheduled timelines and budgets.
Responsibilities
Core Responsibilities
- Conduct field inspections to ensure protection, support, and maintenance of company facilities according to engineering designs, specifications, procedures, and codes.
- Ensure implementation of all code 753 requirements on applicable jobs.
- Conduct Job Briefings, Job Site Safety Exchanges (JSSE), Safety Stand-downs, and relevant OJTs with CE field personnel or contractors as applicable.
- Verify that contractors' means and methods conform to their HASP and comply with local, state, and federal regulations, including NYC permits and guidelines, while minimizing community impact.
- Respond as incident commander for damages, environmental, or safety incidents related to construction projects.
- Respond to company-wide events such as storms, system outages, and emergencies.
- Investigate damages caused by contractors and prepare reports as needed.
- Report contractor performance through the contractor oversight system (COS) and document incidents via Infraction Reports and Action Lines, ensuring closure per corrective action plans.
- Process contract changes following the Construction Administration Manual (CAM) and Interference Control Manual (ICM), including reviewing and approving related documentation and invoices.
- Analyze and track project costs, incorporate data into the current working estimate (CWE), and develop Requests for Authorization (RAP) and Capital Appropriation packages when necessary.
- Maintain comprehensive project files, including daily logs, schedules, drawings, submittals, RFIs, and sign-in sheets.
- Ensure project schedules are maintained and coordinate with various departments to resolve technical or contractual issues.
- Perform supervisory duties during nights, overtime, and weekends as required.
- Maintain effective communication with all stakeholders, including inspectors, project specialists, managers, and external agencies.
- Enforce operational and procedural changes among peers and team members as needed.
- Maintain required certifications and qualifications, such as a driver’s license, NY State Project Monitor Certification, respirator and asbestos qualifications, gas operator, and work permits.
- Perform other tasks and assignments as needed.
Qualifications
Required Education/Experience
- Bachelor's Degree with 2 years of field construction experience; or
- Associate's Degree with 4 years of field construction experience; or
- High School Diploma/GED with 5 years of field construction experience.
Preferred Education/Experience
- Bachelor's Degree in Engineering or Architecture is preferred.
Relevant Work Experience
- Fundamental background in construction management with knowledge in electrical, mechanical, civil, chemical, or Operations.
- Knowledge of facilities, remediation, electric, gas, and/or steam systems.
- Proficiency with Microsoft Office products and Oracle; familiarity with ProjectWise, AutoCAD, MicroStation, Microsoft Projects, Primavera, MAXIMO, and Oracle Work Management System is preferred.
- Knowledge of Building Code and permit requirements.
- Understanding of safety and environmental procedures in generating stations, substations, and public facilities.
- Experience with contract administration, inspection, and cost control.
- Strong interpersonal, communication, and presentation skills.
Licenses and Certifications
- Driver's License required.
Physical Demands
- Work in various weather conditions and adverse environments.
- Physical ability to walk, stand, lift, climb, bend, kneel, stoop, and reach.
- Use of personal vehicles and transport of equipment, with reimbursement for mileage.
Additional Physical Demands
- Ability to respond to emergencies by performing System Emergency Assignments.
