Consigli Construction seeks a Certified Payroll Analyst to ensure Davis-Bacon and related wage compliance across project sites. You will review subcontractor certified payrolls and supporting documents for accuracy and legal compliance, and maintain relationships with government agencies and project teams.

In this role, you will collaborate with accounting, operations, and finance to process subcontractor payments, conduct audits, and resolve payroll discrepancies.

Qualifications

  • Bachelor’s degree or equivalent experience is required.
  • At least 1 year payroll administration; certified payroll preferred.
  • Proficient in Word, Excel, Outlook.
  • Knowledge of accounting principles; construction background preferred.
  • Excellent communication and interpersonal skills.
  • Ability to multi-task and stay composed under pressure.

Responsibilities

  • Assist in reviewing legal and Certified Payroll requirements for each project.
  • Analyze reports from subcontractors and identify discrepancies.
  • Coordinate with subcontractors and stakeholders for timely document submission.
  • Serve as liaison with government agencies and internal teams.
  • Ensure timely reporting of payroll data and compliance with regs.
  • Audit subcontractor Certified Payrolls for compliance.

Salary Range: $71,000 - $78,000

The Certified Payroll Analyst willutilizetheir specialized knowledge of Davis-Bacon and Related Acts, along with other prevailingwagesand certified payroll requirements to ensure full compliance. This role will provide some analysis of the subcontractor certified payroll reports, as well as all subcontractor supporting documents to ensure legal compliance with contractual and all applicable federal, state and local regulations as well as company policy and procedures pertaining to allConsigliproject sites, which will be accomplished through the development and maintenance of relationships with relevant personnel, to include but not limited to, Government Agencies,Consiglidepartment team members, etc.

Responsibilities /Essential Functions
  • Assistin reviewing and helping with legal requirements, contractual Certified Payroll requirements, for eachprojectand aid in the implementation ofthestandard operating proceduresto ensure compliance.
  • Utilizing knowledge of laws, regulations, and project requirements, conduct analysis of the reportssubmittedby subcontractors,identifydiscrepanciesandassistinprovidingsolutions back to the subcontractors and project teams.
  • Partnerwith subcontractors and key stakeholders to ensuretimelysubmittal of required documents and follow up questioning to ensure compliance with applicable laws and regulations.
  • Act as a liaison and representative for Consigli to different government agencies, presentingaccuratedata andensureConsigli is represented appropriately.
  • Ensuretimelyandaccuratereporting to government agencies and other key stakeholders to ensure compliance with requirements,e.g.monthlymanhours, workforce, certified payroll status, etc.
  • Work closely with applicable business members tofacilitateand monitor the onsite Daily Reports.
  • In coordination with business, help with onsite interviews are conductedonthesubcontractoremployees as part of theadditionalcompliance measures required by the regulations andConsiglipolicy.
  • Ensure subcontractors are providing the proper reporting and filing of their CertifiedPayrolls andrequireddocuments byutilizingknowledge of the applicable laws, regulations, and project requirements.
  • Help with auditsofsubcontractor Certified Payroll Reports to confirm compliance with federal, state, and/or local requirements.
  • Investigate and resolve discrepancies thatindicatecertified payroll fraud, e.g., underpaid workers, apprentices working out of ratio, unpaid overtime, misclassification of workers, and escalated accordingly with the support of the Certified Payroll Manager.
  • Ensure all compliance information is fully documented for each subcontractor withinConsiglidesignatedcertified payroll softwarein accordance withcompanySOP.
  • Coordinate and/or attend meetings with relevant personnelregardingcertified payroll status.
  • Collaborate with project operations and finance team to ensuretimelyprocessing of subcontractorpayments.
  • Provide thoughtful,accurate, and complete feedback to requests by conducting thorough analysis and reporting from the certified payroll software system.
  • Meet key performance indicators for the review of certified payrolls and supporting documents.

Required Experience
  • A bachelor’s degree or equivalent experience – Required.
  • One year or more experience in payroll administration; certified payroll experience preferred.
  • Proficient in the use of Microsoft Word, Microsoft Excel, MicrosoftOutlook.
  • Knowledge of accounting principles; construction background preferred.
  • Excellingcommunication and interpersonal skills.
  • Proven ability tomaintaincomposure and professionalism while working with others who have varying and competing priorities.
  • Proven ability to multi-task and stay focusedina distracting environment.
