Job summary

The Trinity River Authority of Texas seeks a General Manager to lead the Authority’s strategic direction and day-to-day operations. This on-site role oversees water and wastewater facilities, capital programs, and regulatory compliance, reporting to a Board of Directors and coordinating with regional offices in Arlington and Huntsville.

Qualifications

• Experience in water resources, wastewater or drinking-water utility leadership at scale.
• A multi-facility utility or authority with hundreds of millions in annual budget.
• Knowledge of regulatory compliance and public-sector financial stewardship.
• Proven ability to interact with a governing board and wholesale customers.

Responsibilities

• Direct overall operations, programs, services, and resources of the Authority including water and wastewater operations, reservoir management, and finance.
• Lead development and execution of the Authority’s strategic plan and report progress against goals.
• Prepare the annual operating budget and multi-year capital program; manage finances and debt service.
• Oversee a large bond-financed capital program and ensure projects stay on scope, schedule and budget.
• Maintain contracting controls and ensure compliance with procurement standards.
• Represent the Authority before Legislature and state and federal agencies; protect long-term interests.
• Build relationships with wholesale customers and regional partners; support succession planning.
