Job summary

The Illinois Department of Veterans’ Affairs seeks a knowledgeable Central Office Payroll & Timekeeping Manager to lead statewide payroll and timekeeping programs. Reporting to the HR Director, you will certify payroll, monitor claims, and guide complex payroll matters across the agency.

Essential duties include supervising staff, developing training, and ensuring compliance with CBAs and MOUs. This role is based in Sangamon County with travel as needed and OT as required.

Qualifications

• Requires four-year college degree.
• Three years of progressive administrative experience operating and managing a Payroll/Timekeeping Program in a public or business organization.
• Experience with payroll software and electronic timekeeping systems preferred.
• Ability to supervise staff and manage multiple projects.

Responsibilities

• Develop statewide payroll, timekeeping, and back wage claims programs.
• Serve as full line supervisor and manage staff.
• Develop training curriculum for payroll staff and cross-training across IDVA Homes.
• Review and recommend policy changes to higher level management.
• Coordinate technical assistance and advise field staff on payroll/timekeeping matters.
• Gather data on personnel costs, back wage claims, and future projections.
• Perform other duties within the scope of duties enumerated.
