• Four or more years of experience with demonstrated knowledge in compliance or the business practices and principles of Economic Development.
• Experience with grants management or program management, especially CDBG is preferred but not required.
• Strong research skills and ability to provide data‑driven recommendations.
• Excellent verbal and written communications skills and ability to collaborate with external partners.

Responsibilities

• Compliance monitoring and technical assistance for CDBG project administrators and community subrecipients to ensure compliance with all state and federal requirements.
• Develop and maintain CDBG policy and procedures; provide technical assistance to communities.
• Review project applications for eligibility and provide guidance to subrecipients.
• Review invoices and approve funding requests; monitor assigned projects in the geographic region.
• Travel as needed to ensure local compliance with program requirements.
• Prepare detailed monitoring reports and conduct quality assurance reviews of program files.
