Job summary

City of Dubuque, IA seeks a Grant Compliance Specialist to monitor all grants for comprehensive compliance. Work with the Community Development Manager to review contracts and documents, ensuring adherence to HUD, USDA, HOME, and other regulations, and assist in planning and budgeting for grants.

The role requires knowledge of CDBG entitlement funds, environmental reviews, and reporting timelines; occasional travel within the community may be needed. Exempt, on-site position in Dubuque.

Qualifications

• At least three years of housing and grants program experience monitoring federal grant compliance.
• Bachelor’s degree in planning, development, management, public administration, or related field.
• Experience in housing services, nonprofit, or government setting.
• Valid Iowa driver's license or ability to travel within the community.
• Residency within fifty miles of the employment location within two years.

Responsibilities

• Monitor the City’s grants for comprehensive compliance.
• Review contracts, forms, and income guidelines annually for compliance.
• Provide staff support for HUD, USDA, HOME and related regulations.
• Communicate regulatory requirements to staff and respond to notices.
• Monitor environmental reviews.
• Assist with planning and budgeting for all grants.
• Plan, monitor, and report on the City of Dubuque’s CDBG Entitlement funds.
• Supervise staff work related to grant compliance.
• Perform other duties as assigned.
