Job summary

CWS Harrisburg is seeking a Case Manager to deliver comprehensive case management services to newcomers, enabling successful community integration and long-term self-sufficiency. You will connect clients with resources, assess employability, and develop employment plans including resumes and applications.

The role emphasizes collaboration with employers and community partners, supports trauma-informed communication, and requires strong organizational skills and multilingual capabilities.

Qualifications

  • Bachelor’s degree or equivalent experience.
  • 3-4 years of experience working with refugees or immigrants, and prior case management experience.
  • Proficient in MS Office and internet applications; bilingual in English and a refugee language preferred.
  • Strong organizational and time management skills.

Responsibilities

  • Enroll eligible clients into the program and provide orientation and on-going case management services throughout the program service period.
  • Develop, create, and maintain employment solutions for refugees and other ORR-eligible clients.
  • Assess clients’ employability and assist with development, formulation and implementation of employment service plan, resumes and job applications.
  • Work with clients to remove barriers to employment and realize the goal of family self-sufficiency, such as ESL, transportation, immigration services, and childcare.
  • Identify job opportunities, assist with application completion, coordinate interviews, advocate for clients and follow-up with employers.
  • Manage ORR-eligible cases, ensuring timely delivery of services and fulfillment of requirements.
  • Complete all case notes and program documentation, ensuring accuracy and compliance within guidelines.
  • Ensure timely data entry into agency and state funder databases.
  • Provide or organize on-the-job interpretation services as needed.
  • Communicate and promote program within the community and partnerships.
  • Respond promptly to employer requests and inquiries.
  • Serve as a local representative during presentations and meetings with external resources.
  • Identify new referral resources to support client self-sufficiency.
  • Advocate for clients.
  • Perform other duties as assigned.

Purpose

The purpose of this position is to provide comprehensive case management services that empower newcomers to successfully integrate into their communities. By delivering individualized support, connecting clients to essential resources, andfacilitatingaccess to higher levels of care when needed, the Case Manager plays a critical role in helping refugees achieve stability and long-term self-sufficiency.


Responsibilities


  • Enroll eligible clients into the program and provide orientation and on-going case management services throughout the program service period

  • Develop, create, and maintain employment solutions for refugees and other ORR-eligible clients

  • Assess clients’ employability and assist with development, formulation and implementation of employment service plan, resumes and job applications

  • Work with clients to remove barriers to employment and realize the goal of family self-sufficiency. Identify support services that may assist clients in becoming self-sufficient, such as ESL, transportation, immigration services, and childcare.

  • Identify job opportunities, assist with application completion, coordinate interviews, advocate for clients and follow-up with employers

  • Manage ORR-eligible cases, ensuring timely delivery of services and fulfillment of requirements outlined in the RSS Providers Manual.

  • Complete all case notes and program documentation, ensures accuracy and compliance within program guidelines and confirms timely delivery of services

  • Ensure timely data entry into agency and state funder databases

  • Provides safe, timely, and supervised transport for clients to off-site appointments or activities as needed

  • Provide or organize on-the-job interpretation services as needed

  • Communicates, coordinates and promotes program within the community and partners.

  • Respond promptly to employer requests and inquiries

  • Serve as a local representative during presentations and meetings with external community resources

  • Identify new referral resources that will facilitate and assist client in self-sufficiency

  • Serve as an advocate for clients.

  • Perform other duties as assigned.


Qualifications

Education and Experience:



  • Bachelor’s degree or equivalent experience in lieu of degree.



  • 3-4years’ experience working with refugees or immigrants, andprevious employment case management experience.


Other Skills:



  • Strongly preferred that candidates are bilingual in English and a refugee language.



  • The successful candidate must be computer literate, withproficiencyin MS Office Suite (Word and Excel) and internet applications.



  • Exceptional organizational and time management skills arerequired.



  • Excellent communication skills are essential, including an ability to communicate in a trauma-informed, positive, caring, and professional manner,demonstratingrespect and empathy.



  • Ability to work in a multi-cultural environmentrequired.



  • Commitment and willingness to support CWS’ Platform on Racial Justice as a CWS employeerequired.
