Qualifications

• Experience leading US Government capture and proposal efforts from pursuit strategy through compliant submission.
• Evidence-based bid/no-bid gating with customer-focused win themes and competitor analysis.
• Translate solicitation requirements into a compelling proposal narrative, workplan and traceability.
• Coordinate cross-functional teams and external partners without direct reporting authority.
• Manage rapid-turn responses with clear schedules, responsibilities, version control and decision-making.
• Knowledge of FAR/DFARS, IC disclosures, OCIs, and ethics in acquisition and proposal processes.
• Align technical scope, pricing, and delivery commitments to remain executable post-award.
• Understand AI-assisted drafting and review while preserving human accountability.
• Build reusable proposal content and knowledge assets to scale capture efforts.

Responsibilities

• Lead complex government responses end-to-end, coordinating RFPs, RFIs, and OTAs.
• Develop capture plans, win themes, and price-to-win inputs with evidence-based rationale.
• Improve win performance toward a 75%+ win rate on approved pursuits.
• Drive rapid-turn proposal execution with defined schedules and review checkpoints.
• Establish compliance, traceability, and submission readiness standards.
• Apply AI-assisted drafting and review while preserving human control over strategy and pricing.
• Create scalable proposal workflows and knowledge management for future opportunities.
• Coordinate BD, technical SMEs, pricing, contracts, and partners for executable offers.
• Maintain living content, past performance, resumes, and boilerplate for reuse.
