The Capture Manager is responsible for identifying and winning new business contracts worth between $5M and $100M. Working closely with the Sr Vice President of Business Development developing an overall strategy and plan to focus on positioning and capturing new business contracts. Developing and implementing activities/actions for winning strategy development. Advising on the overall capture strategies, proposal win strategies, technical/management strategies, and pricing strategies; including Price-to-Win estimating to shape and secure contracts.
MAJOR DUTIES AND RESPONSIBILITIES:
- Build, qualify and manage the Business Pipeline. Focusing on building/maintaining a robust pipeline of opportunities that align with Trailboss’ strategic vision for growth within the Transportation, Maintenance, and Security marketspace (TMS).
- Create, manage, and implement go-to-market plans (to articulate and generate consensus for strategic vision, action plan, competitive intelligence, investments, business case, etc.) within the TMS market and specific focus on our existing ICE customer and CBT.
- Engage customers in identifying and shaping opportunities. This includes active communication of filtered, actionable intelligence back to Business Group (BD), and functional group leadership.
- Working with TEI BD Executives, actively market the Company Brand, establish customer expectations, and shape opportunities by creating white papers, sponsoring in-house presentations, and responding to RFIs and similar activities. You will conceptualize the need, organize the correct company participants, and lead the collaboration to completion.
- Fully support Capture and Proposal phases on tracked bids to maintain continuity across the BD lifecycle, enhancing our ability to win as opportunities pass from qualification into capture and then proposal.
Job Requirements
- Develop Intimate knowledge of the company’s current and historical core business, and geographic footprint relative to areas of responsibility
- Track, identify, develop, and pursue opportunities in keeping with TEI’s areas of emphasis with new and current clients
- Assist with the development of the Business Unit Strategic Plan
- Utilize corporate technology; CRM, GovWin, MS Teams, Box, Pipeline TOP, to identify, track, update, qualified targets
- Leads and supports negotiations with clients, partners, and consultants
- Briefs TEI Capture Team and leadership on identified opportunity status and final opportunity review presentation
- Fully support the bid/no-bid process by documenting, classifying, and offering mitigation strategies for risks identified during the bid lifecycle
- Works closely with Proposal Management and performs proposal activities when necessary
- Serves as advisor on all bids on strategy, teaming, recruitment, writing, and pricing
- Manages strategic and full and open bids, lead at times, and corresponding proposal teams
- Provides narrative for proposal sections (as needed)
- Participates and contributes to proposal budget and back of envelope development of annual B&P budgeting
- Seeks out and vet’s small business for teaming, provides Trailboss SB Administrator with required information
- Keeps abreast of trends in Transportation, Maintenance, and Security related business environment within the southern border sector
MINIMUM QUALIFICATIONS:
Education:
- Bachelor’s degree or ten or more years of related (technical and business) experience, including program/capture management
Experience/Knowledge/Skills:
- Strong knowledge of FAR, DFAR and DHS acquisition processes
- Prior US Military service or experience supporting other federal departments such as DoD, DHS, HHS, or government agencies with specific experience in logistics, transportation, and equipment maintenance support activities.
- Experience with DHS Acquisition Directive (AD) 102-01 and DHS Systems Engineering Lifecycle (SELC) is preferable
Language Skills. Must be able to:

- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents
- Ability to write speeches and articles for publication that conform to prescribed style and format.

Travel:
- Up to 25% of your time may be spent on business travel within the continental United States.
