Head the Honolulu Board of Water Supply's Capital Projects Division

The Honolulu Board of Water Supply (BWS), Capital Projects Division is hiring for a program manager to lead and administer the BWS's capital improvement program, including engineering, design, construction of waterworks projects, and the repair and replacement of structural facilities, pipelines, and equipment.

Examples of duties of the Capital Projects Program Manager include but are not limited to:

  • Planning and overseeing division operations for efficiency and cost-effectiveness;
  • Developing and implementing strategic plans with long and short-term goals for water system requirements in line with the Board’s objectives;
  • Determining division and program priorities to support BWS goals;
  • Reviewing and adjusting program goals to ensure alignment with BWS objectives;
  • Preparing and possibly presenting the capital improvement budget requests to the Board;
  • Maintaining effective relationships and communication with contractors, engineers, and stakeholders involved in projects;
  • Representing the department in inter-agency and community meetings and possibly testifying before the City Council;
  • Planning organizational or operational changes as needed.

Minimum Qualification Requirements

Must be a U.S. citizen, national, permanent resident, or eligible non-citizen under federal law.

Education Requirement

Equivalent to a bachelor's degree in engineering from a regionally-accredited institution. Foreign degrees require evaluation and documentation.

Verification may be required, including submitting diplomas or transcripts.

Experience Requirement

Five years of professional engineering experience, with at least two years on waterworks projects, plus three years of administrative engineering experience.

Qualifying Experience

Experience must demonstrate scope and responsibility comparable to a section/branch chief or higher.

License Requirement
  • Valid Hawaii professional engineer license required; out-of-state license holders must obtain Hawaii license prior to appointment.
  • Attach proof of license with application.

Possession of a valid driver's license is also required.
