Capital Planning Analyst: Affordable Housing Funding

Job summary

NYC Department of Housing Preservation and Development seeks a Capital Analyst to support its capital planning for affordable housing. You will assist in funding requests, analyze project submissions, and coordinate with the Mayor’s Office of Management and Budget to move projects through the Certificate to Proceed process.

You will build relationships with internal and external stakeholders, track CP data, and prepare briefings and reports to inform decisions.

Qualifications

• A baccalaureate degree and two years related experience.
• Or high school diploma and six years related experience.
• Any combination equivalent to the above, with at least one year of option 1.

Responsibilities

• Manage capital funding requests for affordable housing projects; CP process.
• Review and evaluate project submissions and assess budgetary/policy implications.
• Liaise with the Office of Management and Budget (OMB) on behalf of assigned portfolio; respond to questions.
• Develop strong internal/external stakeholder relationships and coordinate CP review.
• Maintain tracking of project data for pending/approved CPs; support ad hoc analyses.
• Prepare briefing materials, memos, and reports for CP approval.
