HRA/DEPT OF SOCIAL SERVICES in New York City is seeking an Associate Staff Analyst (Budget Analyst) to support the Affordable and Supportive Housing Unit. The role focuses on budget oversight, expenditure reporting, and funding analysis.

You will assist the Budget Director, monitor spending, and coordinate contracts, with opportunities for impact across city programs. NYC residency is typical for appointment.

Qualifications

  • Master's degree in economics, finance, accounting, business or public administration with 1 year relevant experience.
  • Bachelor's degree with 3 years relevant experience in budgeting/financial administration.
  • Associate degree with 5 years relevant experience.
  • High school diploma with 7 years relevant experience.
  • Combination of education and/or experience as described above with substitution rules.

Responsibilities

  • Assist Budget Director in overseeing budgets for one or more program areas.
  • Monitor budgetary, programmatic and staffing issues affecting an assigned program.
  • Prepare budget requests highlighting expansion, realignment or defunding needs.
  • Prepare regular expenditure reports and analyze discrepancies between planned and actual expenses.
  • Analyze state and federal budgets and legislation for impact on assigned programs.
  • Coordinate contract and procurement actions and monitor spending within approved budgets.
  • Liaise between OBA, program area and OMB on budgetary impacts.
  • Support special projects as needed.
